Senior Director of Programs and Operations

Responsibilities
Provide leadership and oversight of program operations, ensuring consistency, compliance, and service excellence across departments
Guide the strategic implementation of programmatic goals using data, contract requirements, and community needs assessments
Lead policy and procedure development aligned with MVK’s mission and contract obligations
Ensure program compliance with local, state, and federal regulations, as well as funder requirements
Participate in and lead cross-departmental planning, agency-wide meetings, and strategic decision-making
Coordinate with Executive Management to design, evaluate, and enhance service models using data analysis and program performance outcomes
Oversee data system integrity across HMIS, and internal tracking tools; guide corrective action when necessary
Monitor site-level budgets, program expenditures, and financial reporting in collaboration with VP and fiscal staff
Ensure program data is complete and accurate for monthly, quarterly, and annual reporting deadlines
Represent MVK at funder meetings, collaborative coalitions, and public forums; act as a liaison to city, county, and partner agencies
Drive quality improvement through regular audits, staff training, and performance evaluations
Coordinate crisis response protocols, emergency referrals, and interventions when needed
Support proposal writing and grant development with data, narratives, and program design
Foster a team culture rooted in accountability, compassion, and mission-aligned performance
Directly supervise Program Managers, Supervisors, and site leads; oversee hiring, training, and performance management of program leadership
Conduct staff evaluations, support professional development, and implement performance improvement plans as needed
Ensure staff adherence to MVK values, protocols, and quality standards across all locations
Lead conflict resolution, provide mentorship, and facilitate cross-program collaboration and communication
Travel between sites to ensure staff support, cohesion, and oversight
Qualification
Required
Bachelor's degree in Social Services, Public Administration, or a related field
3 minimum years of program management or director-level experience in a nonprofit or human services setting
2 years of experience supervising multiple departments, sites, or program teams
Experience working with at-risk populations, 1 year, preferred
Proficiency in Microsoft Office Suite, database systems, and cloud-based collaboration tools
In-depth knowledge of housing and homeless services, HMIS systems, and applicable regulatory requirements
Reliable transportation
California driver's license, acceptable driving record, vehicle registration, and proof of insurance
Preferred
Experience working with at-risk populations, 1 year
