Pretrial Supervisor (Intake and Investigation Unit) - Lee County

Responsibilities
Supervise, mentor, and provide leadership and development to staff
Provide coaching and counseling to staff as appropriate and maintain documentation
Monitor training, work performance, conduct, and leave for staff
Take charge, effectively delegate tasks, direct/coordinate work assignments for staff, anticipate the needs of the unit, and make necessary adjustments in a timely manner
Provide, schedule, and oversee training for new employees assigned to his or her unit beyond the initial orientation period
Hold monthly staff meetings and quarterly unit meetings across both A and B sides, discuss policies & procedures to ensure full understanding and solicit feedback and ensure meeting minutes are documented and maintained
Ensure staff attendance and participation in all scheduled team meetings, all staff meetings and meetings scheduled by management
Provide or coordinate additional training as needed to ensure all new or updated policies & procedures and work performance expectations are understood and followed
Prepare performance objectives, continuously monitor work performance document findings, and conduct performance evaluations annually
Prepare Quarterly Measures Reports identifying statistical trends, documenting achievements and objectives that remain outstanding
Conduct independent assessments and document accordingly
Maintain, and regularly review, working files for assigned staff
Conduct interviews and assessments and make recommendations for employment actions
Continuously monitor and arrange for adequate coverage and oversight assigned unit; including providing direct assistance and coverage as needed
Assist in preparation and updating of policies & procedures
Assist in preparation of calendars including the utilization of on-call support
Review and ensure accurate time is entered by staff into VISTA, ensuring leave requests are reviewed and approved
Conduct monthly case reviews to include review of the Defendant Summary Report, First Appearance Packets, PD screening, Pretrial Supervision Orders, Affidavits, Warrants and any other related work product
Observe primary unit functions to include interviews, releases, court, First Appearance identification and jail management assignments
Assist in the development and/or enhancement of databases
Prepare monthly, quarterly, and annual statistics
Demonstrate continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service
Investigate and resolve problems, complaints, and disputes in person or by telephone, in accordance with established department policies & procedures and complete required Incident Reporting Forms; Keeping the criminal division director and deputy director informed of any outstanding matters
Coordinate and communicate as needed with other departments, agencies, and the public
Assist with the development or modification of policies and procedures; Ensue practice meets policy
Oversee day-to-day operations of the Intake and Investigation Unit
Serve as a liaison between the department, the courts, jail personnel and other agency personnel
Monitor identification of defendants with mental health and substance abuse needs and veterans who are justice involved
Monitor Certificate of Compliance requirements
Interview all defendants booked into the jail facilities and collect, investigate, and verify demographic and criminal history information, including but not limited to pending charges, probation/parole status, family ties, residence stability, victim information, and employment history by using data systems, contacting personal references, and employment references, etc. to determine authenticity of information
Perform assessment of risk and need for every booked defendant, conducting immediate safety and flight risk assessments and recommending holds for First Appearance as appropriate
Screen defendants and determine indigence for appointment of counsel
Compile a quality pretrial Defendant Summary Report to the First Appearance Judge
Determine recommendations for pretrial supervision on all eligible cases based on established release criteria
Identify defendants with mental health and substance abuse needs, veteran status, and those potentially qualify for misdemeanor diversion
Prepare and submit to the court a recommendation at First Appearance that follows the criteria outlined in policies & procedures, including community stability, interpretation of interview data, and consultation with supervisor as appropriate
Interact with law enforcement, assistant state attorneys, assistant public defenders, jail personnel, and court personnel as appropriate to make reliable release recommendations
Complete pretrial paperwork with a written summary report and a full assessment of whether the defendant is a candidate for pretrial supervision, at risk either of failing to appear in court, or deemed a possible danger to the community
Assist in preparation for court attendance by pulling pretrial reports, and updating any other paperwork that will be used in court to ensure Pretrial Services provides the most accurate and current information available on each defendant
Continuous review of all non-sentenced incarcerated defendants, prior to arraignment, so that appropriate non-violent misdemeanor cases are placed on a Jail Management Docket for potential release from custody or early resolution of the case
Provide support for weekend Polycom duties as needed
Facilitate pretrial releases, adhering to policies & procedures outlined
Provide orientation to defendants approved for pretrial supervision, communicate release conditions to defendants using the court order in accordance with policies & procedures
Review and explain all court ordered conditions
Ensure defendants meet established release criteria; Disqualify ineligible defendants
Conduct holds for - Electronic Monitoring until installation of equipment and makes appropriate notifications
Effectively communicate with vendors; Prepare warrants and notify the duty judge on all Pretrial and County Probation Electronic Monitoring violations
Assist in preparation and updating of policies & procedures; Ensue practice meets policy
Qualification
Required
Graduation from an accredited four-year college or university with a bachelor's degree in criminal justice, psychology, sociology, public administration or a related field
Two years of criminal justice, case management or investigative experience required
Supervisory experience preferred
Have and maintain a valid Class “E” Florida Driver's License, with an acceptable driving record, within 10 days of hire
Obtain and maintain NCIC/FCIC computer operator certification within 30 days of hire
Methods, practices, principles, procedures, and techniques used in interviewing and investigating as it pertains to the operation of the department
Basic structure of the criminal justice system
Local, state and federal guidelines, rules, regulations, and statutes as they pertain to the pretrial operation
Pretrial Intake and Investigation functions and techniques
Community resources
Signs of mental illness and substance abuse
Supervise and lead staff in a productive and supportive manner
Conduct research and compose technical reports
Conduct interviews and investigations in a jail setting
Deal effectively and professionally with defendants from various backgrounds, in various stressful conditions, with a highly volatile, potentially violent population in both jail and office settings
Communicate with the public and staff so that information is clearly conveyed
Efficiently operate a computer, utilize Microsoft Office Suite, and various other software programs and databases
Obtain and maintain NCIC/FCIC certification
Identify symptoms of substance abuse and mental illness
Conduct drug testing as needed
Must be able to maintain jail security clearance
Travel to the other jail facilities/locations
Deal effectively, professionally, and confidentially with judges, non-judicial personnel, attorneys, and the general public
Follow written and oral instructions/ procedures
Exhibit sound judgment
Effectively interpret general policy, criteria, and procedures for specific situations
Establish and maintain effective working relationships with associates, superiors, and the general public
Maintain statistical data and produce reports
Work rotating shifts, 12-hour shifts, holidays weekends, and cover other shifts/assignments as required; Report as an essential employee before, during or after emergencies such as natural disasters
