Chief of Staff to the A/D/C for Fleet Services
The City of New York is seeking a Chief of Staff to the Associate Deputy Commissioner of Fleet Services. The role involves supporting operational and programmatic goals, ensuring compliance with safety policies, overseeing fleet maintenance and inspections, and managing a team responsible for budget and analysis tasks.

Responsibilities
Support the A/D/C in meeting the operational and programmatic goals of the Division
Examine divisions’ Driver Safety Score Card and follow up with Deputy Commissioners and Senior Staff to identify solutions and implement safety policies/procedures
Institute compliance programs supporting fleet preventive maintenance, state-mandated inspections, and vehicular emissions testing and schedules
Oversee a management and analysis group of five staff
Evaluate vehicle utilization to assist in the procurement of new vehicles and equipment agency-wide
Interact with DOT managers, other city agencies and outside organizations on fleet-related Vision Zero safety, enforcement and compliance issues
Oversee DCAS Compliance reporting, M5 Data base administration, and operational analyses including fleet usage, lifecycle replacements etc
Oversee Vehicle telematics such as Geotab and ISA (Intelligent Speed assist)
Be responsible for all budget and analysis tasks, and salvage and upfitting operations
Be responsible for applications/execution of grant funding, and will perform related managerial duties
Qualification
Required
Candidate must be serving permanently in the title or be reachable on the civil service list
A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above
A baccalaureate degree from an accredited college and four years of professional experience in the areas described in '1' above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in '1' above
Preferred
A minimum of five years of experience monitoring fleet safety and compliance issues for a large government agency
Ability to produce concise, accurate reports and work comfortably with MS-Office to create Excel Spreadsheets and similar analytical tools
Ability to work under pressure, and time constraints
Ability to carry out staff evaluations, identify training requirements, mentor and positively manage staff as well as carry out disciplinary action when required
