Responsibilities

Contract Support
Data and reporting: Assist with writing, collecting, and processing data related to contracts. Develop reports for management, such as web usage and system-related metrics
User Support and Documentation: Provide consulting services and SME support to address functional and technical user inquiries. Develop and update Standard Operating Procedures (SOPs) and contribute to the Continuous Training Plan
Troubleshooting and Problem Resolution: Serve as the primary point of contact for end-users encountering technical issues with contracting systems. Troubleshoot and resolve problems to minimize downtime and maintain operational efficiency
Maintain no more than two validated customer complaints per month for system administration, data exchange, and report development tasks
End-of-Year Surge Support: Provide additional support during the September surge period, up to 100 hours, to meet fiscal year-end requirements
DLA’s ECWM Migration: handle contracts with 16 or more CLIN/SLINs, 15 or less, with User recreating the doc in ECWM, for DLA renumbering the PIID to original PIID for migrating and instruction provided by CACI employees
Data Migration: Support manual and system-to-system data migrations from external offices to ECWM, ensuring accuracy and compliance
System Administration and Operations: Configure and update software and system settings to support specific contracting plans, policies, and workflows. Perform upgrades, implement security patches, and perform system monitoring
Training Support: Deliver on-the-job and online training for contract specialists, develop Job Aids and Quick Reference Guides for complex procedures, and ensure training aligns with ECWM SOPs
Ensure training sessions result in no more than one validated customer complaint per session
USUHS Support: Assist with ECWM functional administration for the Uniformed Services University of the Health Sciences (USUHS)
Compliance: Adhere to DHA cybersecurity requirements, including DoD 8570.01-M certifications, and protect Controlled Unclassified Information (CUI), Personally Identifiable Information (PII), and Protected Health Information (PHI)
Implement security best practices and ensure compliance with federal cybersecurity standards, including the Defense Federal Acquisition Regulation Supplement (DFARS)
Organizational Meeting Support: Participate in working groups as an SME, prepare presentation materials, and document meeting outcomes, including issues, conclusions, and action items

Required

Bachelor's degree in business, management, acquisition, accounting, business/administration, finance, or related field
Expert understanding of government contracting, writing and revising government contracts (DHA preferred) and acquisition processes, to include Federal Acquisition Regulation (FAR) and DFARS
Minimum of three (3) years' experience as systems engineer providing technical and functional administration support for DHA
Experience with Contracting Information Technology (CON-IT) or Procurement Desktop Defense (PD2) preferred
Must be able to obtain and maintain DoD-approved Information Assurance (IA) certifications per DoD 8570.01-M for IA technical positions
Must pass the mandatory background investigation and the security awareness training and comply with DHA Personnel Security Office guidelines
Strong analytical and problem-solving skills for troubleshooting and process optimization
Attention to detail and ability to set forth strong interpersonal team player practices
Excellent communication skills for training, user support, and meeting facilitation
Ability to develop reports and documentation using organizational best practices
Ability to adapt to a high pace, rapidly changing environment and the ability to manage multiple projects

Preferred

Possess experience in government contract writing
Familiar or experienced with DHACA's DASH System/DHACA's processes
Have solid background and experience with DoD's regs
