Avsar Construction is seeking an experienced Program Manager to lead and oversee complex capital programs from planning through closeout. This role is responsible for managing multiple projects within assigned programs, ensuring alignment with scope, budget, schedule, funding requirements, and stakeholder objectives.

Responsibilities

Manage all aspects of program planning and development, including engineering and construction, technical support, bidding strategy, scheduling, budgeting, funding allocations, grants management, prioritization, and project closeout

Review, analyze, and interpret complex project budgets, schedules, and cost data to ensure compliance with approved scope, timelines, and funding requirements

Supervise project planners and managers in developing project scope, schedules, and budgets that align with program goals and stakeholder expectations

Develop and implement funding strategies for projects within a program, including leveraging grants, matching funds, and partnerships

Perform value engineering to minimize cost overruns and maximize project value

Prepare executive-level reports, dashboards, and recommendations for leadership and stakeholders

Manage financial and administrative program closeout, ensuring all documentation and reporting comply with funding source guidelines following substantial completion

Serve as liaison for closed-out projects under dispute or litigation and support related documentation and proceedings as required

Assess program performance, identify risks or gaps, and recommend process improvements

Resolve complex technical issues in coordination with architects, engineers, and project managers

Coordinate the development and implementation of policies and procedures related to construction programs, funding strategies, and program initiation

Recommend updates to construction specifications and standards

Engage in community and stakeholder meetings for high-profile projects and prepare summaries and progress reports

Participate in job meetings, site walks, and documentation reviews to ensure compliance with program requirements

Capture lessons learned across programs and support training initiatives to improve program and project performance

Mediate conflicts related to scope, materials, and project requirements, and assist in dispute resolution

Support change order negotiations and contract review processes

Required

Minimum 10 years of full-time professional experience managing and administering programs and projects, including scope development, planning and design, budgeting, funding allocation, and closeout

At least 4 years of experience managing programs within a public-sector, educational, or similar institutional environment, with responsibility for coordinating complex activities

Bachelor's degree from an accredited college or university, preferably in Architecture, Engineering, or Construction Management

Equivalent experience may be substituted for education on a year-for-year basis
