Correctional Programs Director III / Chief Disciplinary Hearing Officer (DHO)

The N.C. Department of Adult Correction is responsible for the care, custody, and supervision of adults sentenced for violating North Carolina laws. The Correctional Programs Director III will manage and oversee the offender disciplinary process, ensuring compliance with legal standards and supervising a team of disciplinary hearing officers.

Responsibilities

Management, direction, oversight, and coordination of all functions pertaining to the offender disciplinary process within the NCDAC, Institutions, representing the department in all offenders’ disciplinary matters
Reviews documents relating to offender discipline, i.e., lesson plans, audit materials, and policies/procedures, and make appropriate recommendations for revisions
Supervises an Office Assistant and two (2) Chief Assistant Disciplinary Hearing Officers
The Disciplinary Services Section employs approximately (15) Disciplinary Hearing Officers assigned throughout the state at various locations
Reviews offender disciplinary appeals, adhering to constitutional and federal court requirements, as well as state and federal statutes and rulings

Required

Bachelor's degree in a human services or criminal justice field from an appropriately accredited institution
Four years of experience in correctional programs management or related work
An equivalent combination of education and experience

Preferred

Effective supervisory and managerial skills
In-depth knowledge and use of prisons policies and procedures, especially the most current disciplinary procedures, classification and diagnostic processes
Thorough knowledge of correctional programs available and the unique aspects of the various facilities
Demonstrated experience to make decisions based on the needs and best interests of all concerned
Effective oral and written communication skills
Demonstrated skills to train staff in matters related to offender discipline
Demonstrated experience in the use of current automated computer files and web applications
Provided training to staff using an approved lesson plan
Participated in auditing of criminal justice programs
Made significant decisions subsequent to review of offender disciplinary dispositions
