Responsibilities

Serves as the technical expert to the Chief Operating Officer and other senior executives on financial matters. Keeps the COO apprised of program/project status and progress and consults with the COO on controversial matters
Assists the COO in ensuring consistent implementation of internal management policies and standards across MPD’s bureaus and offices. Assesses current and future resource problems and needs, and resolves issues associated with their allocation and use
Assures that decisions and instructions of the Chief of Police are carried out as intended and translated into appropriate follow-up actions. Tracks action items and holds managers accountable to complete critical tasks
Identifies and initiates corrective action to resolve actual or potential problems in program execution, administration and general management and, where appropriate, alerts and involves the COO and other members of the executive team. Assists the COO in assuring that the Chief is adequately informed of important actions and events in program execution and administration. Completes special assignments for the COO and other senior executives
Develops, establishes and enforces operating procedures and protocols consistent with MPD and District laws, regulations, policies and procedures
In collaboration with the COO, formulates annual operational budgets, ensures effective management of approved resources and reports accurately on progress made and challenges encountered
Manages and resolves a variety of complex technical problems, cost effectively, and modifications to standard practices/precedents to minimize adverse effects by employing analytical techniques
Provides recommendations regarding program planning and funding management issues
Monitors the progress of program activities to identify areas where over or under expenditure trends or significant deviations from plans and schedules are developing or have developed
Leads the team in identifying, distributing, and balancing workload and tasks among team members. Intercedes with the COO on behalf of the team to inform the COO of performance management issues/problems and convey the team’s findings and recommendations
Serves as an expert in developing and tracking the yearly costing models. The incumbent is a central repository of actuals, forecasts and budgeting information. Monitors budgets and prepares weekly, monthly and quarterly financial reports. Supports work plans and project spends. Monitors the collection and loading of projected revenue. Provides administrative assistance to maintain program documents for out-of-scope work tasks (timesheets/preparation of special project invoices). Prepares cost analysis of complex resource issues and coordinates changes with senior staff. Responsible for preparing detailed budget charts, tables and spreadsheets in support of a variety of budgetary analyses
Plans, develops and conducts program analyses concerning all aspects of current or projected operating programs for actual or potential effectiveness in achieving planned goals and objectives throughout the agency
Develops, maintains and monitors integrated financial reporting systems affecting programs throughout the activity that are extensively interrelated. Communicates information to management for effective evaluation of program operations and milestones. Analyzes, extracts, summarizes and identifies trends and issues. Forecasts and estimates program requirements and prepares programmatic reports, justifications, charts, graphs, statistical and narrative data, etc., for senior-level presentations and briefings
Identifies relevant and usable data sources, selects appropriate methods of data collection and data analysis and prepares reports with clearly stated conclusions, implications and recommendations
Incumbent summarizes financial information, analyzes trends and develops monthly and quarterly reports and presentations for management. Provides assistance to managers, and develops and maintains financial management reports
Performs budget and contract analyses, assists with resource planning and related administrative staff training
Coordinates with the Office of Contracting and Procurement for contracting and procurement activities. This includes drafting project requirements, statements of work and contract staffing needs
Coordinates and monitors implementation of Memorandums of Understanding (MOUs) and Memorandums of Agreement (MOAs) for various local suppliers of goods and services
Coordinates MPD’s Government Purchase Card Program, establishes procedures and oversees the integrity of purchase card use for the department
Provides assistance with the preparation of contract documentation, distribution and correspondence
Reviews supplier/vendor invoices to ensure that supporting documentation is proper and valid before payment is authorized
Performs other related duties as assigned

Required

Mastery knowledge of accounting and accounting principles sufficient to prepare complex and detailed financial and budgetary analyses and to resolve a variety of issues or budgetary problems
Knowledge and understanding of departmental and District of Columbia budget formulation process in order to assure that budget forecasts, estimates and submission conform to requirements, guidelines and financial objectives of assigned funds
Knowledge of District, federal and MPD regulations; knowledge of MPD's programs and missions; knowledge of pertinent laws, regulations and policies related to MPD programs/operations to consider their impact on programs
Mastery knowledge of qualitative and quantitative techniques for measuring effectiveness, efficiency, and productivity of assigned programs
Knowledge of the principles, practices and methods of contracting and procurement. Knowledge of District and agency contract policies, regulations and procedures
Demonstrated analytical skills that allow for interpretation of budgetary, financial and program/project-related management information
Skill in writing, drafting professional reports and correspondence that is clear and concise and to orally relay ideas and information through briefings and presentations
Organizational skills to work independently, multi-task and manage shifting priorities and deadlines, with competing assignments
Demonstrated ability to develop and build relationships and to work cooperatively with people of various levels
Skill to conduct analytical and problem-solving to formulate solutions and to make recommendations
Demonstrated ability to pay attention to details with a high degree of accuracy
Advanced knowledge and skill in using Excel spreadsheets
Knowledge and skill in using charting, and other software tools (i.e., Microsoft Word, PowerPoint, SharePoint and Outlook)
Knowledge of and/or experience using database query tools (i.e., Business Objects and Microsoft Access)
Ability to interpret complex financial and accounting data and provide appropriate analysis for management's use in decision making
The employee is required to possess and maintain a valid District of Columbia driver's license or it's state equivalent
Bachelor's Degree in Business, Finance or Accounting from an accredited college or university is preferred
Applicants must have at least one (1) year of specialized experience equivalent to at least the CS-13 grade level in the District of Columbia government, or its non-District equivalent, gained from the private or public sector. Specialized experience for this position includes, but is not limited to: experience reviewing, analyzing and monitoring operating budgets, including analysis of and reporting on management and programmatic issues having budgetary implications; experience providing support to management regarding financial operations reviews; experience coordinating contract administration, monitoring status of contracts and reviewing contractor invoices for payment and ability to communicate orally and in writing in a clear and concise manner; and ability to lead others
