Our client, Cogent IBS, Inc, is seeking a Senior Technical Business Analyst responsible for eliciting, analyzing, documenting, and validating business and technical requirements for enterprise-scale education data systems. The role requires close collaboration with business stakeholders and project teams throughout the software development lifecycle.

Responsibilities
Lead the development and documentation of detailed business and technical requirements, identifying problems, opportunities, and recommended solutions
Author, maintain, and deliver internal and external documentation, including formal requirements and system artifacts
Analyze and document current-state processes, business rules, workflows, and system capabilities
Translate stakeholder requests into clear, complete, and testable functional and technical requirements
Collaborate across multiple business units to ensure shared understanding and alignment
Communicate complex technical concepts to non-technical audiences and business needs to technical teams
Develop workflow diagrams, data flow diagrams, process models, and system specifications
Produce high-quality documentation such as:
Business Requirements Documents (BRDs)
Functional and Technical Design Documents
User Stories and Use Cases
Business Cases
Requirements Traceability Matrices
Test Cases
Training materials, user guides, and system manuals
Support quality assurance activities, including test case creation and User Acceptance Testing (UAT)
Apply Agile/Scrum principles throughout project execution
Qualification
Required
Bachelor's degree
Core Experience (7+ Years Unless Noted Otherwise)
Technical Business Analyst experience on software development teams
Requirements elicitation, analysis, and management
Business process analysis and documentation
Translating business needs into technical specifications
Development of enterprise-level technical documentation
Process modeling, workflow creation, and data flow documentation
Test case development and quality assurance support
User Acceptance Testing (UAT)
Familiarity with software and database development concepts
Strong written and verbal communication skills
Microsoft Office suite, including Visio
Agile and Scrum methodologies
Software Development Life Cycle (SDLC)
Data visualization and reporting
Preferred
MS Visio or similar modeling tools
Database entity and data model design
Figma
Education data systems
SQL
Common Education Data Standards (CEDS)
Agile/Scrum environments
