Senior Policies, Programs, and Compliance Administrator
National Laboratory of the Rockies (NLR) is the nation's primary laboratory for energy systems research and development. The Senior Policies, Programs, and Compliance Administrator will ensure the effective development, implementation, and enforcement of procurement policies and procedures, manage compliance and quality control, and provide strategic support and training within Acquisition Services.

Responsibilities
Ensure the effective development, implementation, and enforcement of procurement policies and procedures within Acquisition Services, the OCFO, and NLR
Manage compliance and quality control, and provide strategic support and training
Solve problems within the programs managed by PPC and ensure timely project and task completion through collaboration and effective administration of PPC systems
Review and prepare materials for review and approval by executive leadership and DOE partners
Draft, revise, and enforce procurement policies and procedures, ensuring alignment with Prime contract, and maintaining guidance documentation
Monitor procurement activities for adherence to established policies and procedures, including leading internal and ongoing file surveillance efforts
Investigate and resolve compliance violations or irregularities
Review of high-value/high-risk procurement packages for quality and completeness, especially those that are going to be reviewed by DOE
Collaborate with other teams in Acquisition Services and departments at NLR to deliver relevant training to Acquisition Services and the lab, as necessary
Analyze data to identify trends and recommend improvements or training opportunities for Acquisition Services staff of lab personnel
Solve issues that arise throughout the management of programs that PPC manages
Serve as the main point of contact for AS staff on tools (SharePoint, Smartsheet, Outlook, document management systems) that support the policies and programs maintained by PPC
Collaborate with internal AS teams and lab stakeholders (including legal and internal audit) to ensure proper resource involvement and allocation, scope definition accuracy, and proper subject matter expertise involvement throughout the management and maintenance of policies, procedures, forms, and templates
Represent the department in audits, community of practice meetings, and public forums
Success or failure will often be judged by whether it has been completed/delivered on time. Therefore, meeting deadlines is an essential responsibility for this role
Qualification
Required
Relevant Bachelor's Degree and 9 or more years of experience or equivalent relevant education/experience. Or, relevant Master's Degree and 7 or more years of experience or equivalent relevant education/experience. Or, relevant PhD and 4 or more years of experience or equivalent relevant education/experience. Or, relevant JD and 4 or more years of experience or equivalent relevant education/experience
Applies extensive technical expertise, and has full knowledge of other related disciplines
Contributes to the development of new concepts, techniques and standards
Considered internal subject matter expert
Extensive knowledge of laws, regulations, principles, procedures and practices related to specific field
Excellent leadership, project management and problem solving skills
Ability to use various computer software programs
Must meet educational requirements prior to employment start date
MUST have foundational digital skills and be able to expertly navigate a PC user interface, proficiently speak/write English
Deep knowledge of supply-chain management and federal procurement practices is required
Experience in a procurement compliance role in a federal environment
Policy and procedure development, rollout, and maintenance in a digital environment
Thorough understanding of procurement laws, regulations (e.g., FAR, DEAR), principles, and practices is required
Attention to detail and ability to identify discrepancies among policies, procedures, forms, templates, and practice are required
Strong problem-solving skills and the ability to bring projects through to completion in a timely manner are required
Preferred
Experience with government audits such as Contractor Purchasing System Review (CPSR), Procurement Evaluation and Review Team (PERT) audit, Defense Contract Audit Agency (DCAA) audit
Technical writing and editing experience preferred
Experience with training staff in new office guidance, public speaking preferred
Certified Internal Auditor (CIA) preferred
Certified Professional Contract Manager (CPCM) preferred
Understanding of how audits are conducted, and corrective action plans are created & implemented is preferred
Knowledge related to the use of SharePoint, Smartsheet, and document management software is preferred
General knowledge of NLR, OCFO, and Acquisition Services systems is preferred
Technical writing and editing skills are preferred
Ability to learn quickly and use various computer software programs (e.g., SharePoint, Smartsheet) preferred
