Responsibilities

Manage all aspects of proposal development from receipt of RFI/RFP/RFQ/SSN through final delivery, leveraging AI-enabled writing and analysis tools to improve speed, accuracy, compliance, and quality
Actively use AI tools to:
Analyze solicitations and evaluation criteria
Develop outlines and compliance matrices
Draft and refine proposal narratives
Improve clarity, consistency, and persuasiveness
Support red team / pink team / gold team reviews
Apply human judgment to validate, tailor, and finalize AI-assisted content to ensure full compliance with federal acquisition requirements and VMSI win themes
Envision the entire proposal solution, integrate win themes, facilitate proposal meetings, and manage reviews with internal stakeholders
Develop and write compelling, compliant proposal volumes, including but not limited to:
Management
Technical
Past Performance
Staffing Transition
Manage assigned proposal resources; edit and review content; resolve compliance issues; and coordinate across internal and external stakeholders
Analyze technical and contractual requirements of federal solicitations and ensure alignment across all proposal volumes
Author proposal sections and collaborate on graphic concepts to enhance evaluator comprehension and scoring
Maintain effective communication across teams using collaborative tools such as SharePoint, Microsoft Teams, and proposal automation platforms
Coordinate with contracts and pricing teams to support cost and contractual volumes
Monitor amendments, Q&A, and solicitation changes and update proposal content accordingly
Support opportunity research using tools such as SAM.gov, GovWin, GovTribe, eBuy, and internal BD resources
Manage proposal schedules, pipelines, and content libraries, including AI-assisted content repositories and reusable assets

Required

Experience supporting proposal development, technical writing, or structured writing efforts in a federal government contracting services environment or a strong professional writing background with exposure to regulated, technical, or compliance-driven content
Demonstrated experience using AI-enabled tools (e.g., generative AI, proposal automation, content analysis tools) or the ability to quickly learn and apply such tools to support writing, analysis, compliance checking, and quality improvement
Ability to articulate how AI is used responsibly and effectively in federal proposal development (AI is a tool, not a substitute for compliance or expertise)
Proficiency in Microsoft Word, PowerPoint, Excel, and collaborative content development platforms
Strong organizational skills with the ability to manage multiple priorities under tight deadlines
Strong analytical and writing skills with the ability to interpret complex RFP requirements and translate them into clear, compliant content

Preferred

5+ years of experience managing and writing proposals valued at $1M+ in a federal government contracting services environment
Experience working for or with a federal government contractor in any capacity (e.g., proposals, contracts, technical delivery, BD, program support, or operations)
Experience developing repeatable, AI-enabled proposal processes
Familiarity with prompt engineering or structured AI workflows for proposals
Experience improving proposal win rates through process innovation and automation
Understanding of AI governance, data protection, and responsible use in a federal environment
