Responsibilities
Conducts or assists in conducting studies and surveys; collects information for operational and financial problems; compiles and analyzes information, prepares and presents recommendations for review by management
Confers with department heads, employees, and interested parties regarding existing and proposed policies and procedures; assists in development and implementation of policies, procedures, goals, and objectives; analyzes, interprets, and applies policies, procedures, and regulations
Conducts or assists in organizational studies pertaining to work flow, time and cost factors, administrative systems, records and filing systems, procedures, staffing levels and organizational structures to determine potential areas for organizational improvement
Assists in the preparation of the annual operating and capital improvement budgets; may review requests for additional funding and other supplemental requests; assists in monitoring and controlling budget activities
Evaluates or assists in the evaluation of new or proposed legislation, rules, and regulations; confers with affected parties; determines potential impacts to City operations and finances, and reports findings
Coordinates activities of the Finance Office with City departments and divisions, and with outside agencies; may meet with citizen groups, represents the City in the community, at meetings, and at conferences
Reviews council reports to ensure financial information is accurate and that policy issues have been addressed in advance
Assists in the preparation of council reports for the Finance Office
Provides exceptional customer service to those contacted in the course of work
Other related duties may also be performed; not all duties listed are necessarily performed by each individual holding this classification
Conducts a comprehensive review and analysis of proposed budgetary items
Researches and analyzes data and information relative to budgetary issues
Serves as the lead in developing budgets and forecasts with program directors
Conducts audits of City operations, programs and activities; evaluates actual versus projected outcomes; identifies areas of risk; recommends functional and operational changes needed to improve the economy, efficiency and effectiveness of City government services and programs
Conducts audit planning, executes field work, and documents audit steps in working papers
Develops comparative studies of other cities as they relate to municipal finance
Reviews Management forecasts including review of past, current, and proposed revenues and expenditures
Research federal, state, and local programs to determine sources of funding and appropriate expenditure options
Researches and analysis of the policy and Management effects of new or proposed legislation
Participates in the construction of economic models and indexes
Assists in the preparation of Management and economic project analysis
Develop reports relating to budgetary and legislative policy concerns
Perform supervisory work as needed
Prepares and presents recommendations for review by higher-level management in connection with the analysis, studies, and reports described herein
Drives automotive vehicle as necessary in order to conduct research and attend meetings
Conducts fraud, waste, and abuse investigations
Periodically attends and presents reports at evening City Council meetings
Performs other or related duties as assigned
Qualification
Required
Two years of increasingly responsible budget management, accounting, and/or financial administrative and analytical experience in forecasting, strategic planning, policy analysis, organizational development, and/or personnel management
Possession of a Bachelor's degree from an accredited college or university in public or business administration or a related field
Four years of progressively responsible professional-level administrative and analytical experience, including three years journey-level experience in Management, strategic planning, policy analysis, auditing, program evaluation and/or financial analysis
Possession of a Bachelor's degree from an accredited college or university in accounting public policy, public or business administration, finance, accounting, or a related field that includes a curriculum of economics, statistics, public finance, and policy analysis
Possession of a valid California Class C Driver License at the time of appointment
Preferred
Municipal experience is desirable
Experience in a government agency is preferred
