Responsibilities
Serves as Chief, Office of Banking Service, directing and supervising personnel and functions required to direct the operation of the Army Banking and Investment Funds
Performs the full range of supervisory responsibilities and is responsible for personnel work schedules, performance appraisals, disciplinary actions, hiring and firing, training, mentoring, and Individual Development Plans
Responsible for continuing operations and future planning
Develops regulatory guidance and statements of policy
Provides operational support to the Trustees of the U.S. Army Nonappropriated Fund Retirement Plan Trust, 401(k) Trust, and Post Retirement Medical Trust for needed account balances and wire transfers
Designs, manages, and controls the Office of Banking Services within the Army Banking and Investment Fund-primary proponent for NAF banking Army-wide
Procures, develops, monitors, and implements Army-wide NAF cash management, including provision of electronic disbursement, in-house transactions, wire transfer templates, daily and monthly statements, fraud mitigation, and required reports for customers of the Army Banking& Investment Fund and Army leadership
Ensures accurate reporting in the OBS's Treasury Workstation and all other required systems for oversight, reporting, and budgeting
Coordinate and oversee award and successful implementation of ABIF banking contracts, serve as Information System Owner (ISO), and Contract Officer Representative (COR)
Ensure all ABIF banking systems are maintained within the Army Portfolio Management System (APMS) and all other required systems for oversight, reporting, and budgeting, in accordance with DoDI 1015.15
Implements and supervises Army-wide debt collection programs in coordination with the U.S Treasury Department
Develops and maintains a concentration of funds system allowing rapid and secure transfer of local bank deposits to the central cash management bank
Supervises bank relationship staff
Coordinates and oversees the award and successful implementation of all Army Office of Banking Services contracts
May perform other duties as assigned
Qualification
Required
Direct Deposit and Social Security Card are required upon appointment
Meet qualification/eligibility/background requirements for this position to include at T3
Satisfactory completion of employment verification (E-Verify) check
One year probationary period may be required
Ability to receive and maintain a Government Travel Card (GTC)
Must be able to obtain and possess a valid Driver's License
If a Certified Treasury Professional (CTP) is not currently held, the incumbent must obtain certification within one year of employment. Failure to complete this requirement may result in separation from employment
Incumbent is required to submit a Financial Disclosure Statement, OGE-450, Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually
Extensive experience demonstrating enterprise-level knowledge of banking operations and financial management principles, such as cash concentration, disbursement control, regulatory compliance, and internal control standards in accordance with Treasury guidance
Experience which provided a thorough understanding of automated treasury management systems used to oversee and control cash, banking, and investment operations
Experience demonstrating the ability to effectively communicate through both formal written and verbal presentations to higher levels of management
Experience providing a full range of supervisory functions, to include effective leadership, planning and assigning work, performance and conduct management, and ensuring employee training and development
Preferred
Possession of a bachelor's degree or higher in a directly related financial management discipline
Possession of Certified Treasury Professional (CTP) credential
Minimum five years of experience leading large-scale financial operations involving multiple banking institutions, broad investment portfolios, and compliance with federal or corporate-level financial regulations
