Combat Systems Engineer/Post Delivery Test & Trials Liaison for US Navy Foreign Military Sales Programs

Responsibilities
Serve as the Subject Matter Expert (SME) in Combat Systems and Weapon Systems
Review Weapon System Technical Manuals, and various documentation and to ensure they meet program requirements
Develop the Combat Information Center Concept of Operations (CIC CONOPS)
Evaluate offerors’ proposals of cost, schedule and performance for Combat System element (Volume Search Radar, Short Range AAW Missile, Medium Caliber Gun, Gun Fire Control System)
Develop alternatives and recommendations for combat system elements in design of new surface combatant proposals for foreign navy partners
Review Lockheed Martin ROM requests for Combat System upgrades
Review Proposed Change Washington (PCWs) for Mission System Upgrade elements
Review Technical Impact Statements for Mission System Upgrade PCWs
Review Technical and Logistics products from New Upgrade systems
Analyze requirements for proposed warfare and communication systems
Identify potential warfare systems to fulfill proposed system requirements
Develop or assess proposed systems developmental and integration schedules
Review cost, requirements, and schedules to formulate Course of Action (COA) recommendations and alternatives
Engage with systems manufacturers to establish relationships and gather essential background information, including data required for non-disclosure agreements (NDAs), performance, costs, and manufacturing schedules that may affect ship construction timelines
Identify and propose workarounds for performance, cost, or schedule issues, ensuring the retention of alternative systems with superior characteristics as potential upgrade candidates
Coordinate and participate in program reviews, requirements assessments, and status meetings on a regular basis, providing insights and recommendations on appropriate frequency and agenda items
Collaborate with Combat Systems, Communication, and Ship Design engineers to validate requirements and assess the suitability and integration impacts of proposed systems
Qualification
Required
10+ years of professional experience in naval combat systems integration and engineering
Demonstrated experience in integrating, upgrading, installing, commissioning, testing, managing, and supporting US or foreign naval combat systems including all shipboard sensors and weapons systems
Experience supporting the design, development, and review of systems engineering design artifacts, including Concepts of Operations (CONOPs), requirements analysis, interface design, system architecture development
Experience in operator and maintainer competency levels to support surface naval combatant combat systems integration, operation, maintenance, and life cycle supportability
Knowledge of the DoD acquisition process, including regulations, directives, and statutes, the Navy's application of the DoD acquisition process, such as contracting and sea trials, and key naval ship acquisition roles and organizations
Knowledge of supporting all stages of the combat systems life cycle including definition, development, test and evaluation, acquisition, installation, operations and sustainment, maintenance, logistic support, in-service engineering, and disposal
Ability to communicate program requirements and expectations with multiple stakeholders, including organizing large stakeholder meetings / conferences
Preferred
Prior experience in Naval Ship Combat System engineering design, integration, ship modification, construction and Pre-Commissioning Unit preferred
