The United Nations Population Fund (UNFPA) is seeking a Local Project Manager in Maternal Health and Sexual Reproductive Health to support the implementation of programs at the local level in Bolivia. The role focuses on ensuring effective actions that contribute to the reduction of preventable maternal mortality and improving access to essential health services.

Responsibilities
Support coordination with state counterparts and civil society at the subnational level related to the work areas of UNFPA and field interventions
Advocate with decision-makers, providers, and community leaders to position maternal health, CONEm, sexual reproductive health, contraception, AIDA, and support for victims/survivors of sexual violence
Promote actions for community empowerment, families, and organized adolescent groups to be integrated into different stages of UNFPA interventions and visible in ongoing actions
Contribute technically to promote community participation mechanisms and social accountability, integrating women's voices in the evaluation of service quality in AIDA and CONEm
Support initiatives developed from the social organizations component aimed at addressing delays related to maternal mortality, modern contraception, and sexual reproductive health and preventing unintended pregnancies
Provide technical support in initiatives working with organized groups of women, adolescents, men, and other grassroots community groups to improve access to maternal health services, CONEm, and Sexual Reproductive Health in the context of delays related to maternal mortality
Provide technical assistance to health networks to prioritize the implementation of key actions in SDSR, maternal health, and CONEm from health facilities with an emphasis on transforming discriminatory social and gender norms
Contribute technically based on clinical nursing experience in obstetrics in the development of rapid diagnostics on CONEm, maternal/neonatal health, SDSR, AIDA, contraception, Maternal Health to strengthen access and coverage of these essential and high-quality services in prioritized networks
Develop strategies that support the increase of coverage and quality in AIDA and contraception adapted to indigenous lowland populations and their demographic dynamics in coordination with SEDES Beni, GAM Trinidad, and other relevant actors
Provide technical assistance and clinical mentoring to health facility staff to strengthen their competencies in essential obstetric and neonatal care and in the provision of modern short- and long-term contraception
Provide technical support on-site and in situ support to health personnel in managing protocols for contraception, Emergency Obstetric and Neonatal Care (CONEm), and the critical route for maternal health care
Strengthen health networks to establish and define referral and counter-referral routes and transfer mechanisms between first-level health facilities and hospital networks to ensure smooth and timely transfers in case of complications
Monitor the implementation of AIDA clinics in health facilities prioritized by UNFPA in coordination with SEDES Beni, GAM Trinidad, and other relevant actors
Prepare quarterly and final follow-up reports and others as required within the scope of responsibilities. Based on these reports, contribute to the preparation of donor reports (or presentation in technical review meetings with the donor)
Participate in coordination spaces and follow-up on the actions of the Joint Program “Alza La Voz” and the project “Preventing Maternal Mortality through Strengthening Health Services and Sexual and Reproductive Rights of Adolescents and Women in Beni and Potosí, Bolivia (UNFPA)” at the local level, in coordination with the Project Officer of the department and under the technical line of UNFPA's national office
Coordinate with program officers, national office teams, project officers, and UNFPA offices in the country
Visibility of UNFPA as a specialized agency in maternal health, sexual reproductive health, data management, and updated evidence, in front of different actors and local counterparts
Perform other tasks assigned within the framework of the position and its core functions
Qualification
Required
Profesional universitario titulado/a con Licenciatura en Enfermeria Obstetriz, Medicina, Enfermería u otras ramas de Ciencias de la Salud
Experiencia de trabajo general de al menos 6 años de ejercicio profesional
Experiencia de 4 años en programas de Salud Pública con énfasis en Sexual, Reproductiva, Materna, Neonatal y de Adolescentes
Experiencia de trabajo en Redes de Salud rurales y urbanas de al menos 4 años
Experiencia de trabajo con Organismos internacionales y/o agencias de cooperación de al menos 6 meses
Experiencia en colaboración con el Gobierno, ONGs e instituciones de la sociedad civil
Conocimiento avanzado en protocolos de atención de emergencias obstétricas y neonatales (CONEm)
Conocimiento de la estructura y funcionalidad de las redes de salud públicas
Conocimiento en Atención Integral de Adolescentes
Conocimiento en Atención de Sobrevivientes de Violencia Sexual
Conocimiento en Salud Sexual y Reproductiva
Manejo de aplicaciones de software de MS Office, Google suite
Buenas habilidades de escritura y comunicación
Capacidad demostrada de trabajo en equipo
Excelente dominio del idioma español, incluidas, habilidades de redacción y comunicación efectiva
Preferred
Postgrado en Salud Pública y/o Salud Sexual Reproductiva (deseable)
Buen conocimiento de idiomas indígenas (Aymara, Quechua u otro idioma indigena de tierras bajas) deseable
