UN Women, dedicated to gender equality and the empowerment of women, is seeking a Senior Expert Consultant to provide strategic, technical, and analytical support for the development and implementation of Women, Peace and Security National Action Plans in Latin America and the Caribbean. Responsibilities
Conduct an analysis of the current situation, scope, and implementation of WPS National Action Plans across countries in Latin America and the Caribbean, identifying gaps, challenges, and opportunities for alignment with international and regional commitments
Provide strategic advice and technical assistance to UN Women Regional Office, UN Women Country Offices, and national counterparts on the design, implementation, and monitoring of WPS NAPs, including the application of the High Impact methodology and other relevant strategies, particularly in crisis response and emerging contexts
Support the elaboration, review, and development of concept notes, project proposals, analytical reports, and advocacy documents to advance the WPS agenda in the LAC region, including contributing to resource mobilization and evidence-based advocacy initiatives
Identify strategic partners, as well as experiences and lessons learned from other regions, to inform the design of innovative initiatives and strengthen regional coordination on the WPS agenda
Conduct a comprehensive analysis of the current situation, scope, and implementation of WPS National Action Plans in LAC countries
Identify gaps, challenges, and opportunities for strengthening WPS NAPs and their alignment with international and regional frameworks
Document lessons learned, good practices, and experiences from LAC and other regions to inform policy and programme design
Provide strategic advice and technical guidance to UN Women Regional Office, UN Women Country Offices, and national counterparts on the design, implementation, and monitoring of WPS NAPs
Strengthen capacities of UN Women personnel across LAC and national counterparts (government and civil society) on the WPS agenda in general and, specifically, on the design, implementation and monitoring of WPS NAPs
Support the application of the High Impact methodology, as well as other relevant tools, strategies, and approaches to implement the WPS agenda, including in crisis response contexts
Advise on integrating gender perspectives across peace, security, and humanitarian initiatives
Facilitate convenings, workshops, webinars, etc on the WPS agenda and the design, implementation and monitoring of high impact NAPs and related issues. Prepare the necessary documentation for this purpose
Assist in the development, review, and finalization of concept notes, project documents, analytical reports, and advocacy materials to advance WPS objectives
Contribute to resource mobilization efforts by providing technical inputs and evidence-based recommendations
Ensure outputs are aligned with UN Women priorities and regional WPS strategies
Identify strategic partners and opportunities for collaboration at the national, regional, and international levels
Support knowledge sharing and the exchange of good practices between countries in the region
Coordinate with UN Women Country Offices to communicate effectively with government institutions and civil society representatives
Ensure timely completion of consultancy outputs
Provide periodic updates, analytical briefs, and recommendations to the Regional Advisor and Program Coordinator
Contribute lessons learned and reporting on regional trends, challenges, and innovations in WPS implementation
Qualification
Required
Bachelor's degree in law, Political Science, International Relations, Human Rights, or related discipline
Master's degree or equivalent in public policy, international relations, human rights, peacebuilding, conflict resolution, post-conflict reconciliation, or related disciplines; or two additional years of relevant experience in lieu of a master's degree
At least 10 years of professional experience in research, training, and technical advisory on issues related to the Women, Peace and Security (WPS) agenda, including policy development, implementation, and monitoring
Demonstrated experience in providing technical and advisory support to the design, development, implementation, and evaluation of Women, Peace and Security National Action Plans, including the application of High Impact or other relevant methodologies
Proven experience in advocacy and engagement with governments, civil society, regional and international organizations, and other relevant stakeholders on women's rights, gender equality, and the empowerment of women and girls
Relevant experience in producing high-quality knowledge products, analytical reports, policy briefs, and other research outputs to inform policy, programme design, and advocacy in the Women, Peace and Security field. (provide at least one relevant sample material)

Medical coverage must be international in cases where the contract requires international missions or assignments.
