Senior Human Resources Consultant
ProNexus, LLC is in search of a Senior HR Consultant to join their team in Utica, NY. This role will play a key part in strengthening and formalizing the organization’s human resources function, supporting HR operations and ensuring compliance with federal and state requirements.

Responsibilities
Partner with executive leadership, program directors, and fiscal leadership to support hiring, onboarding, and employee lifecycle activities
Serve as a primary point of contact for HR-related workflows, dependencies, and handoffs across departments
Provide guidance to managers on HR processes, documentation, and best practices
Review, maintain, and improve HR documentation, including job descriptions, policies, and procedures
Support hiring, onboarding, background check, and fingerprinting processes, particularly for early childhood and federally funded programs
Organize and standardize HR tools, forms, shared drives, and tracking mechanisms
Ensure compliance with applicable federal, state, and program-specific requirements (e.g., Head Start, WIC, SNAP-related staffing requirements)
Monitor background checks, fingerprinting, and compliance documentation for timeliness and completeness
Support segregation of duties and coordination between HR and Fiscal functions (payroll, benefits administration)
Assess workload distribution and identify opportunities to improve efficiency and sustainability
Reduce reliance on institutional knowledge by helping document and formalize HR processes
Identify system or technology gaps and support implementation of improved HR tools where appropriate
Assist leadership with identifying HR risks, operational gaps, and improvement opportunities
Contribute to short-term “quick wins” as well as longer-term HR improvements and planning
Support audit readiness and documentation requests related to HR functions
Qualification
Required
Bachelor's degree in Human Resources, Business Administration, or a related field
3+ years of HR Generalist experience
Strong understanding of HR compliance and documentation requirements
Experience working in a regulated or federally funded environment
Excellent organizational, communication, and stakeholder management skills
Preferred
Experience with Community Action Agencies, nonprofit organizations, or human services organizations
Familiarity with Head Start, WIC, or similar program compliance requirements
HR certification (PHR, SHRM-CP)
Experience improving or formalizing HR processes in a growing organization
