Management Analyst 3 (Project Coordinator)
The Washington State Office of the Insurance Commissioner (OIC) is seeking a qualified individual for the Management Analyst 3 (Project Coordinator) position within the Consumer Protection Division. This role involves coordinating projects that support consumer education and assistance programs, ensuring effective service delivery and process improvement initiatives.

Responsibilities
Coordinate the planning, implementation, and completion of projects that support SHIBA education, outreach, training, and consumer assistance programs
Apply project management principles to document and manage project requirements, timelines, risks, deliverables, and dependencies
Facilitate and support project-related meetings, workgroups, and work sessions with internal and external stakeholders to gather requirements and resolve business process issues
Lead and support process improvement initiatives, using methodologies such as Lean Six Sigma, to enhance efficiency, effectiveness, and service quality across SHIBA programs
Monitor and evaluate program and operational effectiveness, ensuring alignment with agency goals, strategic priorities, and consumer protection objectives
Support the development, implementation, and use of performance measurement tools, including balanced scorecards, key performance indicators (KPIs), and other tracking systems
Assist teams in collecting, validating, analyzing, and interpreting performance data to inform decision-making and continuous improvement efforts
Prepare project documentation, reports, and summaries—including narrative analysis, charts, tables, and graphs—to communicate progress, outcomes, and trends to leadership and stakeholders
Collaborate with internal teams and external partners to promote consistent, high-quality service delivery across the SHIBA program
Support professional development efforts by promoting understanding and effective use of performance measurement and process improvement practices
Participate in special projects, committees, and workgroups, and perform other duties as assigned
Qualification
Required
Seven (7) years of full-time equivalent experience in managing projects or project tasks, conducting research and analysis, identifying insights and recommendations for management or regulations or comparable combination of graduate education and experience
Intermediate skills in Microsoft Office Suite (Word, Excel, and Outlook)
A degree in business administration, public administration, law, public health, health administration, or a related field or related field from an accredited institution whose accreditation is recognized by the U.S. Department of Education or the Council of Higher Education Accreditation or a foreign equivalent may be substituted for relevant experience. Proof of degree may be required prior to employment. If a degree was awarded outside of the United States, candidates must provide a credential evaluation report
Preferred
Advanced skills in in Microsoft Office Suite (Word, Excel, and Outlook)
Project Management Professional (PMP) certification, a project management certificate from an accredited educational institution, or evidence of project management education or coursework
Experience and working knowledge of process improvement initiatives, including Lean or related approaches
Demonstrated ability to influence, align, and drive outcomes without direct authority, including effectively managing up to senior leaders and stakeholders
Experience tracking, analyzing, and interpreting data, including developing and presenting dashboards or performance reports
Proficiency with data or project management tools (e.g., databases, spreadsheets, dashboards, or project tracking software)
