Senior Customs Specialist, HTS Classification

Responsibilities
Conducts accurate HTS classification of goods in accordance with U.S. Customs and Border Protection (CBP) and international customs laws, rulings, and regulations
Analyzes technical product data, schematics, specifications, and material composition to determine proper tariff codes
Apply General Rules of Interpretation (GRIs) and chapter-specific notes to resolve complex classification challenges
Research and interprets customs rulings, CBP guidance documents, court cases, and World Customs Organization (WCO) classification decisions
Drafts, reviews, and submits binding ruling requests to CBP as needed
Participates in classification audits, maintains and updates classification databases and audit records ensuring accuracy and data integrity
Monitors and interprets regulatory updates including HTS revisions, Explanatory Notes, and changes to international classification standards
Maintains comprehensive documentation of classification decisions, rationale, and supporting research
Supports trade compliance programs including FTA qualification, duty drawback, and special trade programs
Identifies tariff engineering and duty optimization opportunities to support cost-reduction initiatives
Trains and mentors team members on classification methodology, research techniques, and regulatory changes
Qualification
Required
Bachelor's degree in International Trade, Business, Supply Chain, or related field; equivalent experience considered in lieu of degree
Minimum 4 years of experience in customs classification, brokerage, or trade compliance
In-depth knowledge of the HTSUS and General Rules of Interpretation (GRIs)
Thorough understanding of CBP regulations, customs procedures, and international trade law
Strong analytical and research skills with ability to interpret legal and technical documents
Demonstrated experience researching and applying CBP rulings and classification precedents
Excellent written and verbal communication skills
Ability to work independently and manage multiple priorities with high attention to detail
Proficient in Microsoft Office Suite, particularly Excel
Preferred
5+ years of progressive experience in HTS classification
Experience managing binding ruling submissions, CBP protests, or administrative appeals
Knowledge of free trade agreement rules of origin (USMCA, etc.)
Familiarity with duty drawback, foreign trade zones, or customs duty relief programs
Background in industries with complex classification requirements (electronics, chemicals, machinery, textiles, automotive)
Experience with trade compliance systems (SAP GTS, Integration Point, MIC, or similar platforms)
