Responsibilities

Manage and maintain the standards and processes for the configuration, installation, upgrades, new software releases, repair, and maintenance of critical public safety 9-1-1 public safety telecommunications systems to include 10 ARMER radio tower sites, ECC radio consoles and radio infrastructure; mobile radios, portables, pager and subscriber fleets, small computers, while assisting with CAD management of CAD, mobile applications, 9-1-1 telephone, call voice logging equipment, county networks, and all other equipment in the PSAP
Manage the development of custom programming configurations (code plugs) for portable and mobile radios (subscriber units). Maintain subscriber code plug database and establish settings, options, and features of mobile and portable radio programming configurations. Maintain policies and procedures related to subscriber system security and access in a manner that minimizes risk of unauthorized access of compromise of data
Design and implement system monitoring tools on the radio network. Develop failure condition plans and conduct periodic tests
Ensure effectiveness of the on-call technician program, sub-system changes, modifications and expansion
Establish professional relationships with law enforcement agencies, fire departments, emergency management, other Anoka County departments, and emergency medical service agencies, fielding concerns and communicating progress on identified solutions
Identify and facilitate training for radio systems, ARMER network infrastructure, dispatch consoles systems, microwave systems and subscriber fleet radios training for team members
Perform all aspects of performance management for a team of technicians, including motivation, direction, assignments, accountability/discipline, evaluation, and professional development. Facilitate training for ARMER network infrastructure, ECC consoles systems, microwave systems, subscriber fleet radios and other relevant training
Maintain records, review work projects and complete reports to fulfill federal, state, local and departmental requirements including those required by the Federal Communications Commission (FCC) regulations regarding the condition of radios and transmitting equipment. Prepare, maintain, and renew RCC licenses, and monitor expiration dates of FCC licenses
Manage complex department budget and expenses associated with the radio systems. Develop Request for Information (RFI), Request for Proposal (RFP), Requests for Bid (RFB) for procurement of radio communications and network hardware not available under current state or county, evaluate responses, and monitor vendor and system contacts
Collaborate with director, assistant director and other management team members Emergency Communications Center on strategic planning including budgeting, policy development, and implementation of ECC goals

Required

Bachelor's degree in business administration or a closely related field
Five years (equivalent to 2,080 hours annually) of job-related experience in general administrative and technical work supporting the management of departmental or organizational operations, or in a specialized area relevant to the position
In lieu of the required education, an equivalent combination of education and experience may be substituted on a year-for-year basis
Possess an FCC license
Must undergo, and pass, a thorough physical and psychological examination and successfully complete a background investigation

Preferred

Previous leadership experience establishing and maintaining effective working relationships with departmental personnel, and officials from public safety agencies, vendors and the public
Strong verbal and written communication skills
Analyzing and evaluating technical information, implementing solutions to complex technical problems and responding to complex, large-scale, and sometimes, unforeseen problems
Maintain accurate and current records on the condition of radios and transmitting equipment to ensure compliance with FCC regulations
Create complex mobile and portable radio, radio console, 9-1-1 telephone console, routers, switches, and all other communications systems support equipment programming configurations
Experience with Motorola P25 Trunked Digital 7.X radio network
Knowledge of radio communications networks including trunked radio systems, mobile data systems, digital microwave networks, fiber optic networks, LAN/WAN packet networks, fire paging systems, small computers and software installation
Public safety communications systems procedures, practices, and terminology
Federal Communications Commission rules and regulations governing the repair and adjustment of wireless communications equipment and all laws governing public safety communications procedures
Federal, state and local laws, rules and regulations governing the use of public safety communications procedures and equipment
Minnesota Department of Transportation, Metropolitan Emergency Services Board and State Radio Board Policies, standards and procedures for regional, and state radio systems
HVAC systems, electrical systems, generators and other power supplies
