Project Manager - Vision Zero
The City of Wilmington is seeking a motivated and mission-driven Project Manager with a strong planning focus to lead transportation and mobility initiatives that shape how our community moves. This role is centered on safety, strategy, and long-range vision, supporting Wilmington’s Vision Zero commitment by planning, coordinating, and delivering multimodal projects that make our streets safer, more accessible, and more connected.

Responsibilities
Lead the development of and updates to transportation plans, including Wilmington’s Vision Zero Action Plan, by coordinating cross-departmental teams, setting performance goals, and preparing public facing reports and implementation strategies
Oversee all phases of project delivery—from planning and engineering analysis to permitting, bid preparation, construction oversight, and project closeout
Manage consultants, contractors, and project teams, ensuring work is on schedule, within budget, and consistent with City standards, contract requirements, and Vision Zero principles
Coordinate with internal departments and external partners, including NCDOT, regional agencies, utilities, neighborhood associations, and advocacy groups, to move projects forward efficiently and collaboratively
Facilitate community engagement, leading public meetings, responding to resident concerns, and clearly communicating project goals, timelines, and safety outcomes
Use data and safety analysis to inform decisions, including reviewing crash data, mobility trends, design alternatives, and performance metrics to prioritize improvements and support policy recommendations
Present project updates, milestones, and outcomes to City Council, the Planning Commission, and other committees as needed
Qualification
Required
Bachelor's degree in Planning, Civil Engineering, Transportation Engineering, or a related field
At least three (3) years of relevant experience in project management, transportation planning, or mobility/safety infrastructure
Strong communication, coordination, and project delivery skills
Passion for multimodal mobility, transportation safety, and community-focused design
Valid Class C driver's license
Preferred
Experience with Vision Zero, bike/ped design, grants, and/or certifications (P.E., AICP, PMP, PTP)

Health Insurance- The City offers two options for health coverage: a standard PPO plan and a High Deductible Health Plan with an associated Health Savings Account. Coverage becomes effective the first day of the month following 30 days of employment for employees and their eligible dependents. Both you and the City contribute to the overall cost of coverage.
Dental Insurance - Coverage becomes effective the first day of the month following 30 days of employment. Employees, their spouse and dependent children are eligible for coverage.
Life Insurance - The city pays to provide coverage valued at one times your annual salary. Supplemental insurance is available for employees to purchase. Optional coverage for dependents is also available for purchase.
Retirement: - NC Local Government Retirement System -All benefits eligible employees make a mandatory 6% contribution every pay period.
- Deferred Compensation – The city contributes an amount equal to 4.5% of the annual salary to a 401(k) plan regardless of employee contribution. Employees may choose to contribute additional money to the 401(k) or 457 deferred compensation plans, without a match from the City, within the IRS guidelines.
Paid Leave (offered to employees working at least 1,000 hours annually*): - Sick Leave - 12 days accrued each year
- Annual Leave - Accrual based on years of service and classification. Employees can earn from 10 to 24 days each year.
- Holidays - 13 paid holidays annually
- Paid Parental Leave - Six weeks of paid leave for the birth, adoption or placement of a child (must run concurrently with FMLA).
*Part-Time Employees will earn paid leave benefits on a pro-rated basis.
