Civil Engineer
Mustang Special Utility District is Texas's most extensive Special Utility District, providing water and wastewater services across more than 220 square miles. The Civil Engineer will oversee development review, inspection, and assist with infrastructure planning within the District, ensuring compliance with standards and managing development inspectors.

Responsibilities
Review and approve development plans, plats, and engineering studies to ensure compliance with District standards, utility requirements, and applicable regulations
Coordinate with developers, contractors, consultants, and regulatory agencies to align project designs with District infrastructure needs and resolve conflicts during the approval process
Lead and manage development inspectors by assigning tasks, monitoring field activities, and ensuring consistent enforcement of construction standards
Conduct and audit inspections of utility-related construction projects, including water and wastewater, to verify adherence to approved plans, specifications, and quality measures
Develop and implement the District’s hydraulic model to evaluate system performance, support long-term capital improvement planning, and identify infrastructure needs based on inspection findings and growth trends
Qualification
Required
A Bachelor's Degree in Civil or Environmental Engineering from an ABET-accredited program
A minimum of 3 years of relevant experience in water and wastewater project design, permitting, and construction, ideally within a governmental capacity or utility
Experience with hydraulic modeling
Registration as a Professional Engineer (PE) in the State of Texas, or the ability to obtain within 6 months of hire
Must have a valid Class 'C' Driver's License before employment (must obtain Texas Class 'C' driver's license within 30 days of hire per state law)
Must pass a drug test, criminal history background check, and social security number verification check
Preferred
A Master's Degree in Engineering or a related field
