Revenue Agent I (Contract)

The City of Thornton is seeking a detail-oriented, organized individual to join their revenue team as a Revenue Agent I. This entry-level position involves performing a variety of functions related to data-entry, information gathering, collections, and problem-solving to support the city's financial stability and growth.

Responsibilities

Performs a wide variety of sales tax and other revenue processing, delinquency and collection work, and monitoring of unlicensed businesses
Enters routine transactions into computer system such as sales tax returns, purchase requisition, checks, receivables, payment requests, and routine journal entries
Scans tax returns, license applications and related paperwork for electronic storage
Processes tax license applications and assigns account numbers
Researches and tracks transactions
Reconciles accounts and statements following standard procedures
Prepares and reviews automated monthly, quarterly, and/or annual reports
Prepares and processes daily tax and finance bank deposits
Assists customers and/or their representatives in person or by phone, answering questions and interpreting the Tax Code, Regulations, and rules related to various sources of revenue collected by the city
Conducts financial analysis and prepares financial reports as assigned
Researches/provides financial information for other employees/departments
Performs work requiring sound independent judgment
Prepares, reviews, and verifies tax collection notices
Contacts taxpayers both by phone and in person in order to effect collection
Researches other municipal, state, and federal tax collection policies and procedures
Calculates taxes, penalties and interest owed
Prepares and issues jeopardy assessments, summonses, liens, or other legal remedies for non-compliant taxpayers
Negotiates payment schedules
Testifies at local hearings or in court when required
Contacts citizens and businesses by phone and mail regarding collection of a variety of outstanding debts owed to the city, including: weed abatement notices, graffiti abatement notices, false alarm bills and hydrant meter invoices
Coordinates with other departments to prepare and file necessary liens and lien releases
Monitors and identifies unlicensed businesses, independently and by working with other city departments, and follows up with taxpayers to bring them into compliance
Assists with sales tax audit work, including researching, analyzing, auditing, reporting, processing, surveying, coordinating, recording, customer service, and maintaining sales tax records and information
Performs other duties as assigned

Required

High school diploma or GED; three years' technical experience in bookkeeping, accounting, sales tax processing, collections, or related field
Valid Colorado driver's license with a safe driving record
Knowledge of the policies, procedures and goals of the city of Thornton and the department
Knowledge of the policies, goals and procedures of assigned department/division as it relates to accounting, budgeting, purchasing, taxation, and bookkeeping
Skill in preparing, reviewing, verifying, and entering routine financial transactions in computer system
Skill in organizing projects, analyzing options and exercising independent judgment
Skill in customer service, including negotiating and working with irate, unhappy or difficult customers
Skill in performing mathematical computations, including addition, subtraction, multiplication, division, and calculating percentages
Skill in utilizing equipment, including standard office equipment, personal computers, automated financial systems, word processing, spreadsheet, electronic mail and data base applications
Skill in preparing and reviewing automated monthly, quarterly, and/or annual reports
Ability to listen well and communicate effectively orally and in writing with various audiences
Ability to establish and maintain effective working relationships with city employees, other agencies, and the public
