Victim Services Program Manager
The State of North Carolina is seeking a Victim Services Program Manager to provide services to victims of crime within the Innocence Inquiry Commission. The role involves victim notification, education on Commission processes, and ensuring that victims receive necessary support and resources throughout their involvement with the Commission.

Responsibilities
Review the case file to identify all potential victims
Instruct victims and witnesses on Commission procedures, answers questions, may conduct tours of the hearing room and/or courtroom and provides program information
Assist victims with completion of any allowable statutory participation in Commission proceedings
Assure that all available services are provided to victims and witnesses; and checks on the status of services being provided
Refer victims and witnesses to social service agencies when indicated
Maintain files on all victims and witnesses; selects or composes letter; and updates case files as necessary
Determine which victims and witnesses are required at Commission proceedings or three judge panels and assures their notification and ensures appropriate subpoenas are issued
Arrange transportation, hotel accommodations, childcare and, when necessary, intercedes with employers
Notify victims of the status of their cases as allowed by statute
May present community awareness programs and recruit and train volunteers/interns
May attend victim interviews with the IIC team on request
Develop policies regarding victim notification, victim support, and victim education
Train Commission investigative staff on best practices for interviewing and interacting with victims
Develop education resources specific to the Commission process and will identify and facilitate partnerships with other victim service organizations when needed
Prepare and offer training to other agencies and criminal justice partners related to the Commission’s post-conviction services and post-conviction services for victims in general
Manage and maintain grant funding related to Victim Services under the grant they are hired
Create and maintain data regarding effectiveness of the Victim Support Program at NCIIC
Responsible for day-to-day implementation of the Victim Support program at NCIIC with little oversight from management
Responsible for identifying and recognizing any areas of trauma/victim support that are necessary in the Commission’s day-to-day work and facilitating necessary policies, practices, and training related to those areas
Management of the current VOCA grant, to include record keeping, management of funds and spreadsheets related thereto as well as any services/projects required to maintain grant access
Provide re-entry support for exonerees through coalition efforts with outside agencies and partners
Facilitate research projects in the field and disseminate such research to the staff
Responsible for outreach and public education presentations
Responsible for the Commission’s LinkedIn account
Maintaining/updating the exoneree and victim services’ Commission webpages
Develop the victim/witness portion of the annual report provided to the state legislature and Courts
Develop and maintain relationships with state and federal legislators, legislative staffers, and other key decision-makers/agencies in the sphere of wrongful conviction/advocacy work to promote the needs of the crime victims and exonerees
Monitor, track, and provide technical assistance related to pending legislation and other policy updates that impact crime victims and exonerees in North Carolina
Qualification
Required
Bachelor's degree or higher in a field related to victims' education or support/trauma/social services or similar related field of study
2 years of legal/victim support experience
1 year of program implementation experience or 1 year of teaching experience
Willingness to receive certification through NCVAN or similar agency
Preferred
