Investigator (EEO)
NEOGOV is seeking an Investigator for the Utah Labor Commission's Antidiscrimination and Labor Division. The role involves investigating and resolving employment and housing discrimination complaints, making determinations on claims of unpaid wages, and preparing detailed reports based on findings.

Responsibilities
Conducting investigations into complaints of employment and housing discrimination and harassment, denial of reasonable accommodation, and unlawful retaliatory actions
Hearing and making determinations on claims of unpaid wages
Conducting fact-finding conferences and occasional on-site inspections
Interviewing relevant parties, including witnesses, co-workers, managers, housing providers, etc
Reviewing relevant documents submitted by the parties
Drafting documents related to the investigation
Preparing documents consisting of concise decisions based upon facts, interpretations of law, and compliance with state and federal standards
Receiving, researching, and responding to incoming questions or complaints
Providing information, explaining policy and procedures, and/or facilitating a resolution
Delivering presentations, or instruction to staff, management, or the general public
Qualification
Required
A Juris Doctor (JD) or equivalent training and experience (examples: Paralegal Certificate or a Masters of Legal Studies (MLS) degree plus previous law office experience working on legal matters including applying the law to specific facts, analyzing legal claims, and reviewing documents to determine relevant legal information)
Proficiency in Microsoft Word and/or Google Docs
Excellent communication skills, English fluency
Computer proficiency
Strong analytical skills in determining violations of the law
Exceptional writing skills with the ability to write clearly and concisely within allowable timeframes
The ability to work both independently and collaboratively, as appropriate
Knowledge of investigative and interviewing techniques and processes
Knowledge of applicable statutes, rules, regulations, and/or policies and procedures
Ability to deal with people in a manner that shows sensitivity, tact, and professionalism
Knowledge of legal terminology
Ability to identify, analyze, and apply the law to the facts of the case to draw conclusions
Ability to facilitate or lead meetings, teams, or work groups to encourage participation, build mutual trust, respect, and cooperation among participants
Ability to perform legal research using case law
Preferred
Prior EEO investigative experience
Experience with fair housing, employment discrimination (EEO), or wage laws
Prior legal and/or investigative experience: Collecting, reviewing, and analyzing evidence
Prior legal and/or investigative experience: Interviewing witnesses and/or parties
Prior legal and/or investigative experience: Performing legal research
Prior legal and/or investigative experience: Managing a caseload and meeting deadlines
Prior legal and/or investigative experience: Drafting decisions, motions, and/or memoranda

Retirement - Utah Retirement Systems (URS): Employees who have any service credit with an employer covered by the Utah Retirement Systems prior to 7/1/2011 are in the Tier I Public Employees System. Employees hired on or after 7/1/2011 and who have never been in the URS retirement system have two options for retirement in the Tier II System. Tier 2 Hybrid Retirement System. Employer contributes an amount equal to 10% of your salary between both plans (pension and 401(k)). Tier 2 Defined Contribution Plan. Employer contributes an amount equal to 10% of your salary to a 401(k) plan only. Employer contributions to your 401(k) are vested after four years.
