Responsibilities
Comply with VDOT and IT policies, standards and guidelines. Ensure all projects are in compliance with VDOT and COV policies, procedures and guidelines
Provide compliance management for VDOT and ITD by ensuring management and staff are aware of compliance requirements, including requirements in job and position profiles, financial management, contract management, VITA, and ITP service management
Provide status reports on project plans, timelines, schedules and progress updates. Participate in strategic planning for systems. Prepare documentation. Develop and update user manuals. Prepare materials and conduct user training
Champion adherence to ITD policies and processes. Provide accountability for compliance by ensuring that Supervisors have appropriate functional controls in place to comply with required VITA, DHRM, VDOT, and ITD policy. Provide oversight by performing periodic reviews of those controls
Direct, through subordinate supervisors, all program, operations, and staff in assigned IT Portfolio. Perform managerial and technical work ranging from moderate to considerable difficulty. Responsibilities include planning, implementing, and improving programs, systems, projects and services within assigned IT Portfolio. Monitor processes for each program area within the assigned IT Portfolio by assessing performance via tactical Key Performance Indicators (KPIs). Work with supervisors to target underperforming areas for process improvements. Interact with ADAs and IT Portfolio Manager Cohort to ensure that customer needs are met. Focus on implementation of annual strategic focus areas in alignment with the IT Strategy and Business Plan. Apply effective management to ensure that expenditures within assigned portfolio are in alignment with the annual spend plan
Provide effective management of ITD by building and maintaining effective working relationships with other ITD staff and contributing ideas. Actively contribute value to the decision-making responsibilities of the ITD management team. Manage development of the yearly budget, ongoing fiscal responsibilities for IT strategic planning and the governance programs within the ITD. Direct budgetary, fiscal, and office administration of the ITD. Manage the IT Security Program and develop and direct ITD Resource Management
Manage work throughput by monitoring and measuring operational metrics alignment to ITD goals. Implement through subordinate supervisors' changes needed to bring operational performance into alignment performance and strategic goals
Provide effective management of ITD Supervisors across a portfolio of IT functions. Interact with subordinates to provide leadership and guidance in managing their assigned area. Ensure development and performance improvement of assigned ITD staff. Actively contribute to the development and improvement of the ITD organization and all associated processes. Apply effective management to ensure that expenditures within assigned portfolio are in alignment with the annual spend plan
Develop policies, guidelines and standard operating procedures related to assigned technology program area. Document best practices, and review and update policies and guidelines as changes occur
Collaborate with other section team members on projects and programs and participate on project teams. Share knowledge with other team members and encourage their participation
Direct the development of assigned programs by defining requirements, communicating requirements to IT management and staff, monitoring activities to meet requirements, reviewing draft documents and approving final policies, processes, standards and initiatives across VDOT
Serve as Project Lead for initiatives and projects related to assigned technology area. Coordinate work of team members, and provide guidance, advice and technical assistance
Support development and maintenance of projects; maintain and resolve issues for existing projects and systems. Develop and support new projects. Serve as a senior technical resource
Work with peers and subordinates to define strategic direction for assigned technology program. Evaluate tools and prioritize work efforts with stakeholders from ITD and business units
Manage IT strategic planning process for ITD and VDOT by leading, directing, and reviewing updates to VDOT's Strategic Technology Plan. Direct staff in maintaining and monitoring the technology project portfolio for IDT and VDOT. Manage and coordinate IT needs assessment and project prioritization tasks for other VDOT Divisions and Districts. Create project management office policy, guidelines and standards for ITD. Manage, lead and coordinate procurement of all IT goods and services through VITA for VDOT. Ensure staff develop and maintain knowledge and training to interact with other Divisions, Districts, state agencies and outside vendors to define and manage project requirements and schedules. Represent the IT Director in maintaining customer relations. Facilitate communication and issue escalations between VITA and VDOT business units regarding requirements for VITA service, VITA service issues and VITA service levels
Lead ITD strategic planning and governance planning and implementation efforts for VDOT by coordinating these efforts within ITD and agency-wide. Provide strategic direction by proactively communicating and coordinating, distributing IT portfolio and project status, and developing collaborative relationships throughout VDOT. Manage relationships with VDOT business customers to support the work of the ITIC. Ensure communication of ITIC priorities and decisions and alignment between IT initiatives and business goals. Represent VDOT and the ITD on multi-agency and Commonwealth-wide committees on issues and concerns related to technology standards policies representing VDOT's needs and positions on these issues
