Program Administrative Manager

Responsibilities
Provide managerial oversight of all program administrative and documentation functions
Supervise, train, and evaluate Program Administrative Specialist
Ensure 100% completeness and accuracy of all adult Person-Centered Plan (PCP) packets prior to state submission
Coordinate and lead monthly, quarterly, semi-annual, and annual PCP meetings with interdisciplinary teams
Oversee documentation systems including:
Service notes
Behavioral and ABC data
Incident reports
Nursing care plans
MARs and sleep tracking documentation
Identify and resolve gaps between authorized services, services delivered, and services documented
Partners with Finance to ensure documentation aligns with billing and funding requirements
Assist and develop corrective action plans for documentation deficiencies
Prepare reports on compliance trends, risks, and operational performance
Assist with agency-wide training initiatives related to documentation standards and system usage
Contributes to long-term system design and process improvements supporting compliance sustainability
Qualification
Required
Bachelor's degree required
Minimum seven to ten years of progressive experience in healthcare, behavioral health, or developmental disabilities services
At least three years in a supervisory or managerial capacity
Demonstrated success leading documentation compliance initiatives tied to funding and regulatory approvals
Strong working knowledge of DDA regulations, COMAR standards, and service authorization requirements
Advanced understanding of documentation requirements for developmental disabilities services
Ability to translate regulatory policy into scalable operational processes
Proven leadership, coaching, and performance management skills
Strong analytical and reporting skills, including trend analysis and risk identification
Proficiency in electronic health record systems
Advanced Microsoft Office skills
High cultural competence and experience working in multilingual environments
Preferred
Master's in Healthcare Administration, Public Administration, Business Administration, or a related field
Experience with CIMS or similar systems
Familiarity with quality improvement methodologies (Lean, Six Sigma a plus)
