Project Engineer - Mid to Senior Level

ECC is seeking candidates to fill a Project Engineer position for upcoming work in Hawaii and surrounding areas. This role will support large federal government construction projects for Department of Defense (DoD) clients, focusing on planning, coordination, and execution of engineering and construction activities to ensure compliance with contract requirements and regulatory standards.

Responsibilities

Prepare and review engineering reports, plans, submittals, and project documentation
Review, interpret, and update drawings, specifications, and as-built documents
Perform field inspections and monitor construction activities to ensure compliance with approved plans, specifications, safety, and quality requirements
Track scope, schedule, budget, quantities, and production rates for assigned tasks
Coordinate with subcontractors, vendors, consultants, clients, and ECC personnel
Assist with RFP development, subcontract scope packages, proposal evaluations, and procurement activities
Inspect delivered materials and equipment and verify compliance with contract requirements
Support A/E design services, on-site investigations, and redline updates
Maintain daily logs, field reports, meeting minutes, quality and safety documentation
Support Government Property administration
Apply federal regulations, DoD criteria, USACE QC requirements, FAR, OSHA, and applicable codes and standards
Perform additional project controls, estimating, safety, quality, or technical duties as assigned

Required

Minimum of 4 years of construction or design experience, preferably on federal projects
Working knowledge of DoD, USACE, OSHA, FAR, and federal construction standards
Ability to analyze technical data, solve moderately complex problems, and apply engineering principles
Strong written and verbal communication skills
Ability to manage multiple priorities independently and work effectively in a team environment
Proficiency with Microsoft Office and standard project software
Ability and willingness to work on-site at project location, travel as required
Education: Bachelor's degree in Construction Management, Engineering (Civil, Mechanical, Electrical, or Structural), Architecture, or closely related field from an accredited institution

Preferred

PE or successful completion of the EIT exam desired, but not required
Experience on DoD or other federal construction projects
