Responsibilities
Manage the day-to-day activities of the Staffing & Compensation Team within the State HR department
Manage staff development plans and activities
Manage and administers human resources activities related to staffing, employee compensation, and classification
Establish goals and objectives; develop and approve schedules, priorities and standards for achieving goals; write evaluations for team members that measure individual performance against defined organizational goals, objectives, and performance standards
Develop and implement techniques for evaluating the Staffing and Compensation Team’s business functions and department activities
Provide guidance and direction to the Staffing and Compensation team
Oversee and support the administration of the agency's recruitment program
Develop methods and procedures for gathering, compiling, and analyzing statistical data for the agency's classification and compensation program
Train and educate managers/supervisors on compensation related issues
Develop solutions to compensation related problems or issues through analysis and/or application of applicable law, rules, policies, and procedures
Provide technical expertise and guidance regarding questions related to compensation and staffing
Evaluate agency pay structure to help ensure proper equity alignment and participate in development of agency career ladders
Coordinate job analysis processes to determine proper classification and prepare new or revised job descriptions and job postings
Ensure Fair Labor Standards Act (FLSA) compliance
Advise employee relations representative on issues, rules, policies, and regulations related to human resources management
Prepare, review, process and track personnel action request forms involving employee compensation (i.e., new hires, merits, promotions, reclassifications, equity adjustments etc.) and coordinate with management and the payroll office
Direct and assist with conducting classification compliance audits; review position questionnaires; interview employees; and prepare reports of findings, making recommendations as appropriate
Utilize SAO E-Class salary data for EEO & other HR related issues
Perform position and job data entries and assist with the maintenance and quality assurance of accurate data in the HR/Payroll system of record (eg., Centralized Accounting Personnel and Payroll System)
Assist in planning, developing, revising, and implementing human resources policies, procedures and forms
May assist in the preparation of budget estimates
Coordinate with managers for State Auditor's Office (SAO) Classification Audits
Manage the full recruitment and staffing process to include researching and manning job fairs, validating vacancies and available funding, reviewing vacancy announcements, monitoring selection and hire process, and scheduling and overseeing new employee orientations
Supervise the work of others
Attend work regularly and observe approved work hours in accordance with agency state employee policies & procedures handbook
May be required to perform duty in support of national emergencies, disasters and other missions, to include holidays and weekends
Perform other work as assigned
Qualification
Required
Graduation from an accredited four-year college or university is required (substitutions allowed)
One year of experience in human resources is required
One year of supervisory or managerial experience is required
Experience using Microsoft (MS) Office applications, including Outlook, Word and Excel is required
Valid driver's license is required. If not currently a Texas resident, must obtain a Texas Driver's License within 30 days after entering Texas as a new resident. A satisfactory driving record is required for operating state or personal vehicles to conduct agency business
Selected candidate must be able to obtain a CAC and/or pass a federal security background investigation
The Immigration Reform and Control Act of 1986 requires all new employees to present proof of eligibility to work in the United States within three (3) days of being hired
Candidates must be eligible to work in the United States without requiring sponsorship
Upon hire with the State of Texas, males between the ages of 18 through 25 must provide proof of registration or exemption with the Selective Service
Preferred
Graduation from an accredited four-year college or university with major course work in human resources management, business or public administration, organizational development or a related field is preferred
Experience using SharePoint, AdobePro, PeopleSoft, and/or Visio is preferred
Experience using the HR/Payroll module of the Centralized Accounting Personnel and Payroll System (CAPPS) is preferred
Experience with the State of Texas classification plan and compensation system is preferred
Experience in the analysis, design and/or administration of a compensation program or career ladder is preferred
Professional in Human Resources (PHR) certification, or SHRM Certified Professional or Certified Compensation Professional (CCP) is preferred
