People Support Specialist

Texas Windstorm Insurance Association (TWIA) is committed to protecting Texas coastal communities, and they are seeking a People Support Specialist. This role serves as the primary HR point of contact, providing operational support across human resources processes, systems, payroll, benefits, reporting, and compliance while ensuring a high level of customer service to employees and managers.

Responsibilities

Serve as the first point of contact for employee and manager HR inquiries
Provide high quality, customer focused support on HR policies, benefits, leave, and HRIS navigation
Independently research policies, benefits, and system data to resolve questions before escalating
Proactively contact employees and managers to clarify requests, provide guidance, and follow up on open issues
Maintain confidentiality while ensuring timely and accurate resolution
Review and process Personnel Action Forms (PAFs) for accuracy, approvals, and supporting documentation
Enter and maintain employee lifecycle data including hires, transfers, promotions, manager changes, pay changes, and terminations
Process changes that impact payroll, benefits, time off eligibility, and compliance
Validate data prior to payroll processing to ensure accuracy and timeliness
Maintain audit ready documentation for all HR transactions
Maintain electronic personnel files in compliance with retention and privacy requirements
Administer I-9 employment eligibility verification
Receive and route leave related and employment documentation
Prepare documentation and data for audits, unemployment claims, and compliance reviews
Run, validate, and maintain scheduled and ad-hoc HR reports
Update and publish the Monthly Operating Report (MOR) and Position Report
Maintain organizational charts and validate alignment with HRIS data
Identify and flag data discrepancies for correction
Coordinate onboarding and offboarding documentation and system processing
Partner with IT and Facilities to ensure access, equipment, and system permissions are activated or removed
Ensure timely processing of final pay, benefits termination, and unemployment documentation
Maintain and update employee-facing HR content in OneSource and other platforms
Assist in creating and updating guides, forms, and resources for employees and managers

Required

Understanding of HR regulations, employment laws, and practices
Strong customer service orientation with the ability to engage directly with employees and managers
Ability to independently research, analyze, and resolve HR related question
Understanding of HR operations, benefits, and employee lifecycle processes
Knowledge of payroll processes, timelines and how HR transactions impact payroll
Exceptional integrity with the ability to handle sensitive information discreetly
Intermediate to advanced Excel skills (pivot tables, XLOOKUP/VLOOKUP, data validation, report building)
Ability to create professional PowerPoint presentations and reports
High attention to detail with the ability to manage multiple priorities
Excellent written and verbal communication skills
Ability to handle sensitive and confidential information with discretion
Bachelor's degree in human resources, Business Administration, or a related field. Experience may substitute for education up to the maximum of four (4) years
2+ years of experience in HR support, HR operations, or administrative role
Experience using HRIS systems across multiple functional areas (employee data, payroll, benefits, and reporting)
Experience supporting employee onboarding, offboarding, and HR documentation
Experience working with HR data, reports, or compliance documentation

Preferred

SHRM-CP or PHR
Experience managing or contributing to HR content in SharePoint
