Energy Policy Analyst

California Public Utilities Commission is leading the state’s efforts to achieve net zero emissions and electrify buildings and transportation. The Energy Policy Analyst will support the planning and implementation of demand response policies and programs, conducting analyses and making recommendations to enhance energy sustainability.

Responsibilities

Support the planning, development and implementation, and oversight of demand response and demand flexibility management policies and programs
Conduct economic, policy and/or technical analyses and research associated with demand response programs, pilots and policies
Make recommendations of regulatory, policy and technical issues regarding the CPUC proceedings
Work with a team that oversees implementation of policies and programs that result from these CPUC and legislative processes
Support the Demand Response section in the development of policy-oriented work products that are used to advise and assist high-level decision-makers such as Commissioners, Judges, and Energy Division management
Perform other work as necessary, such as writing and presenting reports, engaging with external stakeholders, coordinating with other California organizations and agencies (e.g., the California Energy Commission, California Independent System Operator), and responding to outside inquiries

Required

Eligibility for the classification
Experience related to public utilities and/or transportation in the areas of economics, finance, or policy
Researching and analyzing complex energy policy issues, including technical/economic/financial aspects, focused on the electricity system
Experience with demand side program evaluations including baselines
Completed STD 678 application form
Submission of a copy of transcript or diploma if using education to meet minimum qualifications
Employment information on the STD 678 state application must be complete with dates, duties and responsibilities, and contact names and phone numbers of supervisors
Current version of the State Examination/Employment Application STD Form 678 or the Electronic State Employment Application
Resume is required and must be included
Statement of Qualifications (SOQ) is required
