Development Review Inspector I
Osceola County Government is responsible for ensuring compliance with construction regulations and standards. The Development Review Inspector I position entails performing inspections of public and private construction to ensure adherence to codes and safety regulations, as well as maintaining records and responding to public inquiries.

Responsibilities
Performs inspections of public and private construction and improvement work within Osceola County to ensure compliance with all applicable County, State, and Federal codes and regulatory requirements
Assists Development Review staff with review, comments, and approval of right of way permits
Responsible for the inspection of construction on private property, in the public right of way, and within public easements
Inspects all phases of development, construction, and utility installation, such as directional bores, aerial utility work, underground work, roadways, sidewalks, driveways, and other associated improvements
Identifies potential construction errors, conflicts, and regulatory violations
Inspects traffic management (MOT/TTC) setup and operation
Maintains records of inspection activity and completes related reports
Collects all required close-out documents for permit finalization
Receives, responds, and documents public inquiries and complaints
Performs research where indicated and provides response and information for public record
Enters and retrieves information from a computer to perform research, update records, or respond to actions and requests
Completes documentation and reports, and complies supporting documentation to document and explain facts and circumstances surrounding field related issues
Attends preconstruction meetings to explain inspection standards and procedures to architects, engineers, owners, contractors, and developers
Provides field inspection reports; Performs bond inspections
Performs after hour’s inspections, as required, on nights and weekends; Must be able to be on call and work evenings, weekends, and holidays
Operates photography equipment in photographing and documenting visual representations of issues in the field
Provides information and assistance to the general public, commercial interests, and businesses
Performs duties as assigned/necessary which are related, or logical in assignment to the position
Qualification
Required
High School Diploma or GED
Two (2) years of experience in civil construction, construction inspection, and/or land surveying
Must possess and maintain a valid Florida Driver's License
Must obtain Maintenance of Traffic (MOT) Certification within six (6) months of employment
Knowledge of maintaining records according to industry standards for all projects
Knowledge of keeping logs, recording the activities related to the project, weather conditions, nature and location of work being performed, verbal instructions and interpretations given to the designer and contractor, specific observations, any occurrence or work that might result in a claim for a change in Contract Sum or contract duration
Knowledge of all phases of design and construction
Requires working knowledge of County, State, and Federal laws, FDOT Specification, MUTCD, etc
Knowledge of the principles and practices of engineering as applied to the Public Works Department
Strong written and verbal communication skills
Ability to evaluate and analyze data and make recommendations based on sound judgment
Ability to establish and maintain effective relationships with subordinates, other departmental staff, outside agencies – private or public and the general public
Thorough knowledge of maintaining records, in an orderly manner, at the construction site and office
Ability to organize work, establishes priorities, meet established deadlines, and follow up on assignments with a minimum of direction
Ability to perform routine to moderately complex mathematical computations and tabulations accurately and efficiently
Ability to operate basic office equipment
Ability to access, operate and maintain various software applications
Ability to read and understand maps and plans
