Public Utilities Regulatory Analyst III or Public Utilities Regulatory Analyst II
The California Public Utilities Commission is committed to ensuring safe and reliable communication services across the state. The Public Utilities Regulatory Analyst III will conduct policy analysis, draft resolutions, perform technical research, and provide advisory support related to telecommunications service quality and emergency response efforts.

Responsibilities
Conducting policy analysis, drafting resolutions, performing technical research, analyzing data, and providing advisory support for the California Public Utilities Commission's initiatives pertaining to telecommunications service quality (SQ), Public Safety Power Shutoff (PSPS) events, and Resiliency Strategies
Actively participate in the communications service quality (SQ) and the Emergency Disaster Response (EDR) proceedings and the two (2) CPUC Decisions that relate to backup power requirements for wireline carriers and wireless providers to promote the delivery of high-quality utility services in California
Develop comprehensive recommendations for the assigned proceedings, aimed at proposing effective solutions to address any identified policy issues or gaps
Conduct thorough analyses of responses, drafting memos, and preparing detailed reports
Work in conjunction with the legal team, Administrative Law Judges, and the offices of the Commissioner to facilitate resolutions and informed decisions
Coordinate with federal, state, and local government teams regarding relevant policies and procedures
Provide technical and policy analysis to assist the Commission in its emergency response efforts concerning communications services
Examine the network impacts resulting from wildfires, natural disasters, Public Safety Power Shutoff (PSPS) events, social protests, and other significant occurrences
Design and produce high-quality maps and visual representations of geospatial (GIS) data for staff, management, and public presentations
Integrate GIS data with other systems (e.g., SharePoint, SQL, Tableau) for automated reporting and dashboards
Analyze geographic impacts related to the High-Fire Threat District (HFTD), infrastructure deployment, and service availability
Qualification
Required
Eligibility for the classifications of Public Utilities Regulatory Analyst III or II
Experience in consistently meeting deadlines, coordinating workload in a team environment, multi-tasking and executing around priorities on tight timelines
Experience gathering data and synthesizing information; and conducting analyses
Written and verbal communication skills, including experience presenting and writing reports and memos
Completion of the State Examination/Employment Application STD Form 678
Submission of a resume
Submission of a Statement of Qualifications (SOQ) addressing specific questions
Submission of a copy of transcript or diploma if using education to meet minimum qualifications
Verification of United States course/degree equivalency for foreign education
Completion of employment information on the STD 678 state application with dates, duties and responsibilities, and contact names and phone numbers of supervisors
