Climate Program Manager - Office of Environmental Programs
The City of Phoenix is seeking a Climate Program Manager to work within the Office of Environmental Programs. This role involves providing professional assistance in the development and implementation of strategic plans and policies for the City's Climate Action Plan, as well as facilitating community engagement and collaboration on climate initiatives.

Responsibilities
Conduct policy development and coordination, including providing strategic analysis of current and emerging policies such as climate justice, and identifying new initiatives and developing and implementing climate policy city-wide
Conduct program development and implementation including coordinating and monitoring implementation of the Phoenix Community level Climate Action Plan
Coordinate and prioritize climate projects, conducting bi-annual greenhouse gas inventories including conducting consumption-based inventories
Conduct research, develop strategies, and lead grant writing efforts to enhance program funding from public and private resource
Report on program progress to City leadership, partners and community members and act as a liaison between the City and other public and private local, state, and federal entities dealing with the development of climate action policies and programs
The Climate Program Manager will lead the development of program-specific content for websites, newsletters, presentations and other materials; designing and facilitating active, equitable community engagement efforts; facilitate community engagement and participation including workshops, webinars, and meetings with bilingual support and translation services
Qualification
Required
Five years of professional level experience in program and project management in the field of climate science, air quality, or sustainability, preferably within a government or public sector environment
Bachelor's degree in chemistry, engineering, sustainability, planning, public administration, project management, public health, or related field
Other combinations of experience and education that meet the minimum requirements may be substituted

Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage

Green Business Certification Inc (GBCI) Urban Greenhouse Gas Inventory Specialist Certification
Ability to speak and write in Spanish
Experience with/in: Conducting research and performing analysis in order to support and develop climate resiliency and mitigation projects
Budgeting and resource planning
Completing GHG inventories and/or CAP
Data collection, analysis, including modeling and reporting
Conveying technical information to a non-technical audience
Instituting, facilitating, and leading collaborative policy development processes
Providing leadership, guidance, and support to interdepartmental teams
Community leadership, communication, facilitation and negotiation
