Deputy Housing Director - Financial and Management Services
City of Phoenix is dedicated to providing quality affordable housing and pathways to self-sufficiency. The Deputy Housing Director - Financial and Management Services will oversee the Management Services Division, ensuring compliance with financial regulations and managing the fiscal operations of the department.

Responsibilities
Oversee the fiscal, procurements/contracts, information technology and payroll sections within the division
Oversee all financial and program compliance with all federal and state government grants
Oversee financial reporting and compile financial documents as needed
Ensure all procurements are done in compliance with city regulations and with the Department of Housing and Urban Development (HUD) guidelines and regulations
Manage fiscal cash flows and ensure all operations are funded
Manage the technology needs of the department
Manage various funds and multiple sources of revenues
Manage and coordinate all audits of the department
Act as the Chief Financial Officer of the department
Qualification
Required
Three years of managerial experience in a large urban institution with authority for housing or related program direction and budget administration
Bachelor's degree in public or business administration, planning, finance or a related field
Other combinations of experience and education that meet the minimum requirements may be substituted
All finalists for positions are subject to a criminal background check applicable to the department or position
Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage
Preferred
Masters degree in Business or Public Administration
A Certified Public Accounting (CPA) license is highly desirable
Five years of experience with a housing or other related federal program
Five years of experience supervising professional level staff
Some knowledge of the SAP financial accounting and reporting system functionalities is desirable
