Division Chief
The California Governor's Office of Emergency Services (Cal OES) is a leader in emergency management and homeland security. They are seeking a Division Chief responsible for managing resources and overseeing the implementation of work program objectives during normal and disaster recovery operations.

Responsibilities
Management, supervision, and organization of resources
Implementation of work program objectives assigned to the Division
Managing and directing resources to effectively implement a broad range of complex work
Provision of state and federal grant management for both CalOES and Joint Field Office (JFO) operations
Providing support 24 hours a day, 7 days a week
Point of contact (POC) for Cal OES state level coordination for the Grant Processing Program
Managing and directing Financial Processing Staff on complex programs
Establishing and ensuring a communication link exists with all areas of Recovery Directorate and Financial Processing Staff
Acting as the 24-hour Point of Contact for state and federal level coordination including mission request regarding Financial Processing
Notifying and briefing Executive Management of grants status
Managing and approving grant documents and reports for the Public Assistance (PA) Program
Managing the PA Grant process policies, procedures, and performance metrics
Briefs/updates Executive Management of grants received, processed, paid and any other updates
Qualification
Required
Demonstrated leadership experience supervising teams and first-level managers in a program setting
Strong knowledge of workforce management practices such as forecasting, scheduling, and intraday management
Experience managing onboarding, training coordination, and staff development programs
Ability to analyze workforce data, identify trends, and support data-informed decision-making
Proven experience implementing internal controls, performance measures, and compliance oversight
Strong communication skills with advanced proficiency in reading, writing, and speaking coupled with the ability to brief leadership and collaborate effectively with diverse stakeholders
Demonstrated leadership experience managing technical or analytical teams and setting strategic priorities
Proficiency with data visualization and reporting tools
Ability to build and maintain effective working relationships with internal teams and external stakeholders and partners
Advanced proficiency in Microsoft Office Suite (Excel, Word, PowerPoint, Outlook) and database management systems
