HCD Financial Analyst III (081051) Capital Analyst

The State of Maryland's Department of Housing & Community Development is seeking a Capital Analyst to assist the Capital Budget unit in monitoring a half billion budget and managing special and federal awards. The role involves macro analysis and coordination across multiple technical areas, requiring strong financial analysis skills and an understanding of various financial systems.

Responsibilities

Assist the Capital Budget unit’s activities based upon the goals and priorities of the Department
Monitor half billion budget and capital budget
Manage and accurately account for special and federal awards received by DHCD by working closely with program staff on new grant applications or other municipal awards
Loan servicing of State assets
Portfolio analysis including risk management and calculation of projected losses
Operation and coordination of many units in the Department requiring an understanding of multiple technical areas including data warehouses, system report writers, electronic file security, capital markets, mortgage products and execution methodologies, underwriting, asset management, grant/loan agreements and required reporting, debt management, and compliance to State and Federal regulations and loan servicing

Required

A Bachelor's degree in Finance, Business Administration, Economics, Accounting or a related field from an accredited college or university
Three years of professional financial analysis experience, such as managing financial asset and debt portfolios, examining, analyzing, and interpreting accounting, budget, grant or real estate investment portfolio records and reports by applying generally accepted accounting principles
A Certified Public Accountant (CPA) certification or documented eligibility to sit for the CPA Examination may be substituted for the educational requirement
A Master's degree in Finance, Business Administration, Economics, Accounting or a related field from an accredited college or university may be substituted for two years of the required experience
Candidates may substitute one year of professional financial analysis experience, such as managing financial asset and debt portfolios, examining, analyzing, and interpreting accounting, budget, grant or real estate investment portfolio records and reports by applying generally accepted accounting principles for 30 credits on a year-for-year basis for the required education
Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the accounting field of work on a year-for-year basis for the required education and experience
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland

Preferred

Experience working in a public accounting firm
Experience working in accounting, finance, auditing, and federal or state program compliance
Experience reconciling accounting systems using software programs (ex. FMIS, Sage, AMP, Oracle, QuickBooks, and Microsoft Excel)
