Responsibilities
Serve in a key role for modernization, maintenance and operations projects for major business systems
Ensure compatibility between equipment and software, analyze operational/systems requirements, support design reviews, and present technical briefings
Evaluate, assess, document, and test data security and continuity of operations for systems and programs
Serve as solutions provider to senior management and professional staff concerning areas of technological development and advancement
Formulate recommendations on hardware/software interfacing, large-scale systems, expert systems, and technical problems
Perform business and system object modeling simulation and analysis
Advise and recommend system characteristics that affect software systems such as storage capacity, processing speed, and I/O requirements
Coordinate activities of developers and engineers
Provide enterprise systems architecture expertise in developing systems supporting common purposes, processes, architectures, and standards
Develop strategy for enterprise-wide methodology or tool implementation, or planning and implementing enterprise technology changes such as database technology
Qualification
Required
At least 7 years' experience in designing and developing applications
At least 7 years' experience in data modeling, data warehousing, distributed processing, utilization of tools for data modeling and logical and physical database design, software integration, and/or security issues and techniques, as required
At least 7 years' experience in business and system object modeling
At least 7 years' experience in developing software architecture documents
At least 7 years' experience serving as a solution provider to senior management and professional staff
At least 5 years' experience in coding experience with Dot.NET and VB.NET
At least 5 years' experience in SQL or database stored procedures
At least 5 years' experience in Internet/Intranet protocols and web server technologies, where required
At least 3 plus years' experience in building Service Oriented Architecture using web service standards (i.e., SOAP, RPC, or REST)
At least 3 plus years' experience in current network, development and database architectures and technologies
At least 3 plus years' experience in developing systems architecture
At least 3 plus years' experience in developing enterprise projects utilizing iterative system development methodologies
At least 2 years' experience serving as a technical leader of software engineering or computer professionals
At least 2 years' experience with XML or JSON
If a foreign national, Visa must be up-to-date and demonstrated work experience here in the US for three (3) or more years
Must be eligible to obtain Special Sworn Status – Title 13 & 26 clearance through US Census Bureau (if required to support development)
Preferred
Proficient in Web development using .NET Framework, .NET Core and Angular technologies
The use of version control software or software migration routines
Project experience with the Agile framework, DevOps or other iterative development methodologies
Experience in multiple test and production environments
Experience with the BLS standard IT development products and environments
Knowledge of BLS surveys and systems
Specific experience developing statistical systems
