Capture Manager, ATAC

Responsibilities

Implement a capture planning discipline to capture new business efficiently
Select a compatible medium (Sharepoint, for example) to develop, review, share, and update capture plans in the company
Keep the capture process relevant, dynamic, flexible and interactive
Maintain a balance between capture planning, proposal development, and a handoff to designated PM for execution
Gain and maintain senior management approval and support
Commit the right people to the capture and proposal teams
Assign specific objectives, schedules and completion dates to different managers or cross-functional team members
Establish regular decision gate reviews (O/W/R/S) to determine whether to advance the opportunity to the next phase, or to end the pursuit
Establish the proposal team and work with the proposal manager to establish a cadence to ensure the proposal is complete and delivered on time
Schedule color team reviews to improve the product – whether it is a capture plan, strategy, proposal or underlying processes
Submit all proposals and capture/proposal documents on time
Post-award, complete all initial steps to guarantee a smooth handoff to the execution PM
Act as the company’s primary communicator with the government during all capture and proposal events

Required

5 years of relevant Capture experience producing proposals for U.S. Government customers
10 years of relevant multi-industry Program Management experience including U.S. Government and non-U.S. Government military program experience
Sound knowledge of government and military acquisition procedures and contracting methods including FAR Part 15
Demonstrated performance supervising and managing Integrated Product Teams
Thorough knowledge of the commercial air services market and customers
Strong business and financial acumen to assess customer needs while balancing business needs including revenue, costs and strategic plan
Strong technical/operational background in aviation
Ability to identify and develop long-term relationships with key stakeholders; and identify/act on any additional sales opportunities
Adept at developing strategic plans and communicating them to executives in oral and written form
Excellent time management, interpersonal and communication skills
Integrity and accountability for achieving challenging goals
Able to work independently and in groups to achieve positive results
Possess the poise, adaptability and professionalism to work with large and small groups
Be comfortable speaking to large and small groups
Initiative to establish priorities, set objectives and be relentless in follow-up actions necessary to complete tasks
Bachelor's degree in Business, Engineering, Finance or related fields required
Formal Defense Acquisition training (or international equivalent) required
Program Management Professional (PMP)® certification required

Preferred

Master's degree in Business, Engineering, Finance or related fields desired
Defense Acquisition Workforce Improvement Act Level III Program Manager (or international equivalent) desired
