CFO Actuarial Analysis Project Manager

Texas Health and Human Services Commission (HHSC) is dedicated to creating a positive impact in the lives of Texans. The Project Manager IV will perform advanced project management work, coordinating Medicaid managed care capitation calculations, financing, and rate implementation while communicating with stakeholders and managing project risks.

Responsibilities

Develops, monitors and evaluates projects in matters related to Medicaid managed care capitation calculations, financing and rate implementation for the HHSC Actuarial Analysis department and Chief Actuary. Develops work plans for capitation rate projects that total over $25 billion in state and federal funding. (20%)
Provides project management for issues related to managed care financing to accomplish state and federal directives and provides project management updates on a regular basis. Monitors and identifies risks. Manages risk for capitation rate projects to ensure that projects are completed within state and federal deadlines and at lowest possible cost. Monitors and manages quality of deliverables from the contracted actuaries. Develops, plans and directs capitation rate workgroups with vendors and HHSC staff, or other interested groups. (20%)
Analyzes federal guidance and plans, develops, executes, and evaluates policy related to managed care finance and capitation rates. Develops related project budgets, schedules, work plans, resource requirements and cost estimates. Develops and evaluates capitation development policies and procedures. Monitors and provides regular updates to Chief Actuary on HHSC internal resource needs, and the cost of the actuarial service contract. (20%)
Prepares comprehensive reports and presentations for HHSC Leadership illustrating captitation rate development, policies, and project timelines. Develops presentations for meetings with Legislative staff and for workgroups with external stakeholders. (20%)
Develops and implements plans to communicate and explain overall strategy for issues related to managed care capitation rates and develops organizational relationships, integrated policies and promotes efficiency and collaboration across the HHS organization. Provides direction and coordinates with multiple HHSC departments to ensure interdepartmental coordination and collaboration necessary for efficient capitiaton rate development is occuring. (20%)

Required

Bachelor's degree in business, finance or a similar field required
PMP certification is required or must be obtained within one year of hire
Knowledge of project management theories and practices applicable to highly complex projects
Skill in project management monitoring, in addressing changes in scope and budget, and in operating computers and applicable computer software
Ability to manage project activities; to establish project goals and objectives; to exercise sound judgment in making critical decisions; to analyze complex information and develop plans to address identified issues; to demonstrate negotiation and facilitation skills; to identify project risks and gaps; to prepare reports; and to plan, assign, and/or supervise the work of others
Skill in: written and oral communication; understanding and solving complex problems; handling multiple assignments and tasks, prioritizing, and meeting deadlines; organization; exercising sound judgment; and effective decision making
