Information Systems Analyst
The City of Rohnert Park is seeking to fill an Information Systems Analyst position. This role focuses on ensuring the stability and efficient operation of the City's information systems, while also providing technical support and maintaining network security.
Government Administration
Responsibilities
Assists in the planning, coordination, and implementation of the activities, operations, and duties in support of the City's information technology network
Researches, installs, configures, and maintains all components of the data network infrastructure
Implements new systems, programs, and hardware and software upgrades
Implements, monitors, and maintains network security
Coordinates assigned activities with other departments and outside agencies
Provides highly technical and complex staff assistance to the Information Systems Operations Manager
Maintains and troubleshoots networks, systems, and applications to identify and correct malfunctions and other operational problems
Troubleshoots network connectivity problems
Works with vendor representatives to identify and correct causes of hardware and software malfunctions and to perform enhancements
Defines and implements network disaster recovery
Develops and implements backup policies and procedures
Responds to inquiries from departments
Identifies opportunities for improving service delivery methods and procedures
Maintains and compiles an electronic documentation library of user procedures manuals, technical references, training manuals, handbooks and guides
Performs other duties as assigned
Qualification
Required
Strong working knowledge of enterprise information systems, including Windows and macOS operating systems
Hardware and software support
Cloud-based platforms (Azure/Entra ID)
Mobile device management (MDM)
Basic scripting (Bash and/or PowerShell)
Cybersecurity best practices
Methodical problem solver with strong analytical and troubleshooting skills
Capable of diagnosing complex system, application, and user-impacting issues
Understanding of public-sector business processes
Ability to analyze, design, and align information systems to support organizational goals
Effective communication with both technical and non-technical stakeholders
Strong verbal and written communication skills
Demonstrated experience managing multiple priorities and meeting deadlines
Experience working within structured IT governance, change management, and project management frameworks
Commitment to continuous learning and staying current with evolving technologies, security standards, and best practices
Detail-oriented, dependable, collaborative, and able to perform effectively in a fast-paced or high-accountability environment
Knowledge of principles and practices of information technology network administration
Knowledge of network security policies and procedures
Knowledge of backup procedures and information systems pertaining to City departments
Knowledge of network systems analysis and troubleshooting principles and procedures
Knowledge of computer hardware and software applications, including network essentials and peripheral equipment
Knowledge of design, operations, properties, and capabilities of networks and network cabling
Knowledge of applicable Federal, State, and local laws, regulatory codes, ordinances, and procedures relevant to municipal financial operations
Knowledge of research techniques, methods, and procedures
Knowledge of technical report writing practices and procedures
Knowledge of principles and procedures of record-keeping and reporting
Knowledge of modern office practices, methods, and computer equipment and applications related to the work
Knowledge of English usage, spelling, vocabulary, grammar, and punctuation
Ability to analyze complex network practices and operations and develop solutions
Ability to troubleshoot and diagnose specific problems with the network, computers, and associated equipment
Ability to provide recommendations on new or existing network and computer hardware and software systems
Ability to perform complex diagnostic and technical service
Ability to operate, install, maintain, configure, and troubleshoot a variety of highly technical computer equipment and peripherals
Ability to perform difficult computer information system network installation, repair, and maintenance work

Ability to interpret, apply, and ensure compliance with Federal, State, and local policies, procedures, laws, and regulations
Ability to research, develop, and recommend cost-effective technical system improvements

Equivalent to a bachelor's degree from an accredited college or university with major coursework in computer science, information technology, or a related field
Three (3) years of responsible network management, computer systems, systems analysis, or related experience
Possession of a valid California Driver's License by time of appointment and a satisfactory driving record
Preferred
Possession of current certification in networking technology or systems administration is highly desirable

CALPERS RETIREMENT : Per the Public Employees' Pension Reform Act (PEPRA), effective 1/1/13, new-hire employees will be in the Misc. 2% at Age 62 retirement formula with a 3-year final compensation. Employees must contribute 50% of the normal cost rate to CalPERS, which is currently 6.25%.
MEDICAL INSURANCE : Employees may select from Kaiser, REMIF, or Sutter health plans. The City contributes a set credit amount based on coverage level.
DENTAL & VISION INSURANCE: City provides Delta Dental and VSP (vision) insurance at no premium cost to employee and eligible dependents.
HOLIDAYS: 12.5 paid holidays per year.
ANNUAL LEAVE PROGRAM: 12.67 hrs/month accrual for paid time off. Accrual schedule increases with service. The maximum Annual Leave cap is 500 hours.

EMPLOYEE UNIT: This position is in the Rohnert Park Employees' Association Unit. Positions in this unit that are Exempt under the Fair Labor Standards Act (FLSA) receive 50 hours of Administrative Leave.
