ANALYST II

Caltrans District 3 is part of the Department of Rehabilitation, which administers the largest vocational rehabilitation program in the country. The ANALYST II will perform complex analytical work to support the Workforce Development Section, including program and fiscal analysis, job match projects, and maintaining business relationships.

Government Administration

Responsibilities

Perform varied and complex technical analytical staff services work and assignments
Support the Workforce Development Section requiring knowledge of Department of Rehabilitation (DOR) regulations, policies and procedures and Workforce Innovation and Opportunity Act
Perform numerous analytical functions including program, fiscal and statistical data analysis to assist administration and district staff in planning and outcome monitoring of employment efforts
Develop and implement statewide job match projects to assist linking job ready qualified applicants/consumers to potential job openings
Establish links to business partners and maintain a database for these business contacts
Develop and distribute resource materials related to job development, business engagement and linkages, information regarding organizations and programs providing employment and labor market information and provide technical support on Self-Employment regulations for DOR consumers
Provide staff support for the implementation of workforce development efforts, Regional Business Specialist and Business Specialist Training and Development, job fairs, business outreach events, and central office workgroups related to employment outcomes
Travel is required for this position as it is necessary to build and maintain relationships with DOR stakeholders, community partners, and staff

Required

Knowledge of Department of Rehabilitation (DOR) regulations, policies and procedures
Knowledge of Workforce Innovation and Opportunity Act
Experience in program, fiscal and statistical data analysis
Ability to develop and implement statewide job match projects
Ability to establish links to business partners and maintain a database for business contacts
Ability to develop and distribute resource materials related to job development and business engagement
Ability to provide technical support on Self-Employment regulations for DOR consumers
Ability to provide staff support for workforce development efforts
Ability to travel as required to build and maintain relationships with DOR stakeholders, community partners, and staff
Strong interpersonal skills to interact effectively with consumers, the public, colleagues, and other stakeholders
Ability to work in an office setting for up to 40 hours per week
Ability to remain at a workstation for extended periods while utilizing a personal computer and other office equipment
Commitment to the mission of the Department of Rehabilitation

Preferred

Experience in programs or activities that demonstrate the applicant's commitment to equality for individuals with disabilities
Knowledge of the barriers that individuals with disabilities encounter in becoming and staying independent
Knowledge of the purpose of the Americans with Disabilities Act and the Rehabilitation Act of 1973 as amended by the Workforce Innovation and Opportunity Act of 2014
Knowledge of and experience with non-profit, private, and public business practices in hiring & recruiting
Experience collaborating effectively with other professionals across non-profit and public systems towards a shared goal
Experience in facilitating presentations and trainings for different types of audiences and small to large groups in both an in-person and virtual setting
