Responsibilities

Complete testing per Bechtel Corporate Standard Test and Commissioning Procedures (STCP) and Standard Work Process Procedures (SWPP), project-specific, and other procedures. Review completed test records, data sheets, procedures etc. to assure the requirements being met, including subcontractors test submittals
Analyze assigned activities to determine the scope, time, and resource requirements
Plan and schedule CSU execution activities including sequence and resource requirements for assigned areas of responsibility typically including complex evolution across multiple disciplines and functions
Prepare test packages, reviewing engineering design, and vendor submittals
Coordinate with Construction, other Commissioning disciplines, and Engineering to complete all required testing and support component/system turnover
Coordinate with and provide direction to supplier Technical Advisors (TA) to complete commissioning of vendor supplied equipment. Monitor supplier TA activities to ensure proper time charging. Plan work accordingly and control the expenditure of TA time to stay within the budget constraints for each PO, Report and document work activities on a daily basis, in accordance with applicable procedures
Provide input to engineering on revisions required to system descriptions, vendor operating and maintenance manuals, etc. based on review of documents during development of the preoperational test procedures and executing of the commissioning to ensure all such documents are consistent
Prepare the necessary design change and non-conformance documents in accordance with Bechtel procedures as required to document as-built conditions and/or properly resolve deficiencies
Perform live electrical work in accordance with corporate procedures and guidance
Interact closely and frequently with client management and operations and maintenance personnel while maintaining a level of commercial awareness that does not create adverse exposure to the project’s financial and schedule positions
Review preventative maintenance procedures and schedules for maintaining equipment once it has been commissioned. Supports long term storage and maintenance requirements on equipment following turnover from construction to startup prior to when it is commissioned. Fully document these activities and submit permanent records for incorporation in the maintenance database
Supervise and direct subcontract personnel as required to support commissioning activities, including Electrical subcontracts and technicians. Plan work with the subcontractors, monitor and control the work in accordance with the terms of the contract to stay within the budget and schedule constraints
Report and document subcontractor work activities on a daily basis, in accordance with applicable procedures
Supervise field manual craft (including Union craft); monitor and control craft performance and be accountable for performance of the craft against the budget
Prepare system testing and turnover documentation including scoped documents, test records, test procedures and other required documents
Participate turnover walkdowns and manage closeout of punch list items
Initiate requisitions for field purchases and prepares quantity takeoffs of field purchased material and equipment
Perform and monitor testing of equipment to assure conformance with specifications and compliance with test procedures, that work methods are undertaken safely and activities are supported to meet schedule and cost
Prepare job hazard analysis, performs Field Level Hazard Assessments, identifies and resolves/elevates ES&H issues in the field and is a visible leader in good ES&H practices
Understand and follow NFPA 70E requirements for Electrical related work

Required

Requires bachelor's degree (or international equivalent) in engineering, a hard science or mathematics from an accredited college or university, a current or previously held industrial or military license/certification/qualification in electrical work and 2-5 years of relevant experience or a sufficient number of specialized courses in an appropriate engineering or scientific discipline to meet the job requirements, or 6-9 years of relevant experience
Two to five years' experience in the testing or maintenance of low to medium voltage switchgear, transformers and power distribution systems, experience with calibration of the associated protective relay is desired
At least two years' experience in supervising or managing craft electrical workers to perform commissioning or maintenance activities
ML2 is a vertical build (~400-foot tower) so physically challenging with extensive walking in and around a tight construction site, climbing ladders, climbing scaffolding, using fall protection and other personal protective equipment, walking on elevated platforms, walking on uneven surfaces, and maneuvering around very small and/or confined spaces
Experience with low and medium voltage electrical systems
Knowledge and understanding of engineering systems, applications of startup and operations; industry and regulatory standards and criteria pertinent to startup, maintenance, operations, or testing.and previous experience in industrial Electrical Commissioning roles
Experience with Instrumentation & Control System Interfacing / Testing and advantage
Experience with subcontract package development and onsite day to day subcontractor management
Familiar with Work Authorizations, Permitting and Lock-Out Tag-Out (LOTO) process and procedures
Good technical writing skills
Must be able to complete and pass a pre-employment drug screen, physical, and background check which includes verification of employment and education. Must be able to obtain a NASA badge for access to the Kennedy Space Center
In-depth knowledge in the areas of Electrical systems and knowledge of principles and practices related to sound design, testing, and operation
Knowledge of industry and regulatory standards, safety requirements, and design criteria, specifically including energy isolation management (lock-out-tag-out) and NFPA-70E
Skilled in standard software tools, including Microsoft 365 office suite (Excel, Word, and Access), to plan and track work progress
Must be able to travel to manufacturing facilities within U.S. to support factory acceptance testing and other business-related meetings/activities
Ability to cope with conflicting deadlines, frequent interruptions and multiple tasks
Previous experience and knowledge of Bechtel Startup and Test procedures, programs, and processes
Good understanding of project scheduling and performing system testing and commissioning and using tools such as Setroute, TeamWorks, and Smart Completions
Previous experience in commissioning and testing scoping to understand system boundaries, create test packages, follow schedule, and procedure writing
Previous NASA or aerospace Electrical commissioning and testing experience. Knowledge of NASA work methods, installation details, technical requirements, communication standards and network architecture (including Allen Bradley DLR experience)
