ATTORNEY
Covered California is looking for an Attorney to join our Office of Legal Affairs. The Attorney will provide legal guidance on sensitive issues involving personnel, equal employment opportunity, and health and safety matters.

Responsibilities
Counseling and advising program units, staff members, and senior leadership in personnel-related issues, policies, and procedures
Representing Covered California in administrative hearings and appeals, including those before the State Personnel Board, California Department of Human Resources, Civil Rights Department, California Unemployment Insurance Appeals Board, and federal Equal Employment Opportunity Commission, and acting as liaison with the California Attorney General’s Office in civil cases
Closely partnering with Covered California’s Human Resources Branch, Equal Employment Opportunity Office, and Business Services Branch to develop, implement, and administer organization-wide policies, procedures, and training
Qualification
Required
Possession of minimum qualifications will be verified prior to interview and/or appointment
Applicants must be reachable on an employment list, have transfer eligibility, or have reinstatement eligibility
If you are new to California State service and you do not have list eligibility, you must take the exam for this classification
A Statement of Qualifications (SOQ) is required to apply

Preferred
Experience and/or interest in employment law and public sector legal issues
Experience in analyzing, interpreting, and implementing court decisions, statutes, regulations, policies, and other legal authorities
Excellent legal research, written and oral communication, and analytical skills, including the ability to express statements of act, law, and argument clearly and logically tailored to diverse audiences
High degree of professionalism and interpersonal skills, exercising open-mindedness, diplomacy, flexibility, tact, and sound judgment
Ability to build and maintain positive and effective relationships with staff, management, and external partners
Ability to prioritize workload, manage multiple projects, and produce high quality work in short timeframes
