Civil Engineering Team Lead - Water Resources
JR Engineering has been serving clients throughout Colorado since 1973, specializing in various engineering services including water resources. The Civil Engineering Team Lead - Water Resources will manage projects and teams, ensuring successful project execution while mentoring junior staff and maintaining client relationships.

Responsibilities
Works directly with the Department, Group, or Project Managers to identify and coordinate team priorities, deliverables, and submittals for various projects
Act as a mentor and oversee Project Engineer and Design Engineer's work product and coordinate work assignments. Provide meaningful direction, training, and guidance to younger staff to grow their knowledge and tool sets to build a strong team atmosphere and working relationships
Plans, organizes, directs and reviews all the activities of the employees that comprise the team. Responsible for overall technical performance of the team. Includes budget and schedule control, QA/QC, and maintaining staff's minimum utilization targets
Provides professional and technical staff assistance. Manages and supervises staff. Identify clear, articulate direction to staff regarding goals and performance expectations. Identify and address production issues and opportunities for improvement
Review work from direct reports to ensure sound and accurate designs that meet all applicable criteria, client or project goals, and the high standard of quality that the company demands. This includes reviewing construction plans, cost estimates, calculations, models, and reports for accuracy and completeness
Regular client interaction in meetings, phone conversations, and email correspondence. Routine interaction with other firms, planners, A/E representatives, contractors, and review agencies. Frequent project meeting attendance (internal and external)
Establish and maintain long-term client relationships that lead to additional work and services. Promote all company services and offices to clients
Maintains accurate schedule & submittal logs for discussion with project team
Work with existing and potential clients during conceptual and creative project planning stages to ensure cost effective, environmentally sound, and aesthetically pleasing solutions
Develop positive working relationships with city and county professionals and other regulatory entities
May sign and seal drawings prepared under their supervision
Qualification
Required
Strong technical expertise in the Civil Engineering design of Public Works projects (District Engineering and local public agencies)
Strong verbal/written communication skills
Strong planning and organizational skills
Strong leadership skills, with the ability to manage/mentor junior staff and work well in teams
Experience with regulatory agencies, with familiarity with federal, state, and local policies, and possess leadership skills to help grow the team
Experience with project submittal processes
Experience in project planning, resource and budget estimating, understanding and working to standards of quality and safety as required
Well organized and articulate; must be able to prioritize and execute effectively
Strong interpersonal, problem solving, conflict resolution, analytical, influencing, facilitation, negotiating, and time and resource management skills
Must demonstrate ability to work effectively on a collaborative team with management and non-management level members to accomplish objectives under pressure
Must also be highly self-motivated and self-directed with the ability to exercise independent judgment and take action appropriate to the situation
Must be able to engage current and potential clients in a professional manner which positively represents the company
Knowledge of AutoCAD Civil 3D and associated design software
Broad multi-disciplinary knowledge in civil engineering including land development, transportation, water resources, wastewater, structural, and geotechnical topics
High level knowledge of general civil engineering industry standard software programs and ability to interpret and summarize technical results and concepts
Ability to manage multiple priorities and resources in a dynamic environment
Team Lead II to have advanced experience in all supervisory and project aspects
Minimum 2 years of direct experience performing Project Engineer-level or equivalent level duties in support or public and private infrastructure design projects, including engineering calculations, modeling, and design
Proficiency with specific hydrologic and hydraulic software, including but not limited to: HEC-RAS, CUHP, EPA SWMM, WaterCAD, MHFD design spreadsheets including MHFD-Inlet and MHFD-Detention, and the Rational Method procedure
Ability to interpret and summarize results from these programs
Ability to perform, oversee, review, and act as the Engineer of Record for water resources-specific analyses and studies including but not limited to the following: FEMA CLOMR/LOMR, floodplain no-rise certification, drainage master plan, water utility master plan and rate study, lift station site application and basis of design report
A Bachelor's degree in Civil Engineering or Environmental Engineering from an accredited college or university
Minimum of 5 - 7 years of applicable civil engineering experience
Team Lead II to have a minimum of 2 years of project supervisory experience in a similar capacity
Shall have a valid Colorado PE license or the ability to obtain one within 6 months
