Responsibilities

Provides expertise on continuous process improvement strategies, organizational redesign, change management projects, and performance measures for basic business process engagements
Defines and develops business processes, policies, roles and responsibilities, and performance metrics
Conducts analysis of business processes including Current state analysis
Gap analysis
Benchmarking
Best practices identification
Organizational assessment
Other related tasks
Plans and implements process improvements including Future state design
Change management
Transition planning
Interfaces with all project areas including Customer
Computer services
Client services
Provides oversight for the development and maintenance of quality programs, systems, processes, and procedures to ensure compliance and performance quality
Proven knowledge in Agile and SAFe methodologies having a strong understanding of how to apply both flexible, iterative project management (Agile) and the framework for scaling those principles across a large organization (SAFe). This includes experience with the principles and practices of both, specifically in applying them to align strategy, manage large portfolios, and improving collaboration and delivery across multiple teams to achieve business agility and deliver value faster
Provides expertise and guidance in interpreting policies, regulatory and/or governmental regulations, and agency guidelines to ensure compliance
Works with operating entities to provide continuous process analyses oversight to enforce requirements and meet guidelines
May coordinate with business and technology teams to ascertain system requirements
Conducts client interviews
May deliver presentations and training courses on measurement, analysis, improvement, and control
May perform cost and benefit analysis
Complete understanding and wide application of technical principles, theories, and concepts in the field
General knowledge of other related disciplines
Receives assignments in the form of objectives and establishes goals to meet outlined objectives
Provides direction to employees according to established policies and management guidance
Work is reviewed by management to measure whether objectives have been met
Provides technical solutions to a wide range of difficult problems where analysis of data requires evaluation of identifiable factors
Solutions are imaginative, thorough, practicable, and consistent with organization objectives
Works under only general direction
Independently determines and develops approach to solutions
Work is reviewed upon completion for adequacy in meeting objectives
Demonstrates good judgment in selecting methods and techniques for obtaining solutions
Contributes to the completion of specific programs and projects
Failure to obtain results or erroneous decisions or recommendations typically result in serious program delays and considerable expenditure of resources
Frequent inter-organizational and outside customer contacts
Represents organization in providing solutions to difficult technical issues associated with specific projects

Required

Bachelors and twenty (20) years or more experience; Masters and ten (10) years or more experience
Degree in Business Administration, Information Technology, Finance, or a related field
Expertise in eliciting and documenting business requirements, business processes, and workflows
Proficiency in creating functional specifications, user stories, use cases, and process flow diagrams
Experience with business modeling techniques and tools (e.g., UML, BPMN)
Proficiency in using documentation tools such as Microsoft Visio, Lucidchart, or similar
Familiarity with software development methodologies (e.g., Agile, Waterfall)
Proficient in using project management and tracking tools (e.g., JIRA, Trello, Microsoft Project)
Understanding of database concepts and basic querying skills
Strong analytical skills with experience in data analysis, interpretation, and presenting findings
Proficiency in using data analysis tools (e.g., Excel, SQL, Power BI, Tableau)
Excellent verbal and written communication skills
Ability to translate technical information into business language for non-technical stakeholders
Strong presentation skills and experience facilitating workshops and meetings
Strong analytical and critical thinking skills
Ability to identify problems, propose solutions, and make decisions based on sound judgment
Strong interpersonal skills to collaborate effectively with cross-functional teams and stakeholders
Ability to build and maintain strong working relationships with clients and team members
Demonstrated ability to lead and mentor junior analysts and team members
Experience in managing and coordinating cross-functional project teams
Ability to manage multiple priorities, projects, and tasks effectively
Strong organizational skills and ability to meet deadlines
Familiarity with industry-specific regulations, standards, and best practices
Ability to stay current with industry trends and emerging technologies

Strong documentation skills for maintaining project documentation, business requirements, and process flows

US Citizenship with the ability to obtain and maintain a Public Trust clearance

Proven track record of successfully leading and delivering complex projects
