Human Resources Coordinator

Somerset County Public Schools is seeking a Human Resources Coordinator to oversee certificated human resources functions including compliance, talent pipeline programs, and daily HR operations. Responsibilities

Oversees MSDE certification and licensure processes for certificated staff, including: Initial certification• Renewal and maintenance Conditional and provisional eligibility tracking
Ensures all certificated staffing actions meet MSDE and COMAR requirements. Serves as the district’s primary operational contact for certification-related compliance matters. Maintains accurate certification records and documentation in coordination with HR systems staff
Serves as district lead for National Board Certification (NBC) programs, including: Coordination with university and partner institutions• Support of current NBC candidates and mentor structures Grant coordination and reporting related to NBC programs
Leads Grow Your Own (GYO) initiatives to support workforce development and succession planning. Oversees tuition reimbursement and direct billing agreements for certificated staff. Serves as district contact for CPD credit verification related to certification renewal
Leads Unit I interview panels in coordination with the Recruiting & Staffing Specialist and HR Associate
Ensures interview processes for certificated staff align with certification eligibility, contract requirements, and district standards. Provides certification and licensure guidance to administrators during hiring processes
Oversees certification-related reporting to MSDE and other regulatory bodies
Serves as the operational HR contact for Maryland Blueprint for Education – Pillar 2 (Human Capital) initiatives. Supports audit readiness for certification, licensure, and talent program documentation. Assists in development and refinement of HR procedures, SOPs, and guidance related to certificated staff
Provides operational guidance to HR staff regarding certificated HR processes
Escalates compliance concerns, eligibility issues, or high-risk matters to the Chief Human Capital, Data & Communications Officer

Required

Bachelor's degree required in Human Resources, Education, Public Administration, Educational Leadership, or a related field
Minimum of 3–5 years of experience in one or more of the following: School system HR administration, Certification and licensure processing, Talent pipeline or workforce development programs, District-level education operations
MSDE certification credentials required or ability to obtain within a defined timeframe
Strong working knowledge of COMAR, MSDE certification requirements, and public school HR practices
Ability to interpret certification and licensure rules accurately and consistently
High attention to detail and compliance documentation standards
Strong organizational, analytical, and communication skills
Ability to work collaboratively across departments while maintaining confidentiality

Preferred

Master's degree preferred
Experience working within a Maryland public school system strongly preferred
HR or education-related professional certifications preferred but not required
