Responsibilities

Lead project planning, execution, and reporting using PMBOK and Agile methodologies
Manage scope, budget, schedule, risk, and vendor deliverables
Develop RFPs, rollout plans, and training materials
Coordinate with business and technical teams for implementation readiness
Maintain documentation in State CIO systems

Required

8+ years in IT project management with large-scale deployments
Strong experience with Agile, Scrum, Kanban, and PM tools (MS Project, Jira)
Proven vendor management and stakeholder engagement
Technical knowledge in architecture, databases, and cloud platforms
Excellent communication and leadership skills

Preferred

PMP and/or Scrum Master certification
Experience with public health programs, legacy system upgrades, and data conversion
Familiarity with COTS/SaaS implementations and RFP writing
