Assistant Engineer- Traffic Division
The City of San Clemente is seeking an Assistant Traffic Engineer to help design safe and efficient transportation solutions for the community. The role involves performing various engineering tasks related to traffic engineering projects and public works improvements.

Responsibilities
Conduct a variety of engineering traffic studies; conduct radar speed surveys; analyze and evaluate traffic accident data; maintain traffic counts; prioritize traffic circulation system improvements
Review City Street improvement plans; provide proper signing and street striping
Prepare and review the City's Traffic Circulation Model; assist in implementing priority projects
Provide engineering support on a variety of traffic engineering projects; research and evaluate data; review plans; prepare designs and specifications
Manage traffic complaints and traffic calming requests
Review traffic control plans for City projects, private developers, and utility companies
Review and process oversize vehicle traffic permits
Prepare plans and exhibits for Planning Commission and City Council agenda items
Assist at the public front counter for traffic related matters
Post and deliver public noticing for public hearings and neighborhood meetings
Qualification
Required
Possession of a Bachelor's degree from an accredited college or university with major course work in Civil Engineering, Traffic Engineering, or a related field
Possession of, or ability to obtain, a valid Class C California Driver's License within six months of appointment
Knowledge of principles and practices of civil engineering or traffic engineering
Knowledge of principles of mathematics as applied to engineering work
Knowledge of engineering design principles and practices
Knowledge of construction principles and practices in the public works industry
Knowledge of modern office procedures, methods, and computer equipment
Knowledge of pertinent Federal, State and local codes, laws and regulations
Ability to develop, review, and modify civil or traffic engineering plans, designs, and specifications using AutoCAD and related programs
Ability to learn terminology, methods, practices, and techniques used in technical civil or traffic engineering report preparation
Ability to learn to interpret and apply pertinent Federal, state, and local laws, codes, and regulations related to civil or traffic engineering
Ability to learn operational characteristics of traffic signals, sign controllers, pavement striping and marking devices
Ability to learn to perform technical research and solve engineering problems
Ability to maintain technical civil or traffic engineering records and prepare reports
Ability to operate engineering software systems, including AutoCAD and similar applications, to support project design and analysis
Ability to communicate clearly and concisely, both orally and in writing
Ability to establish and maintain cooperative working relationships with those contacted in the course of work
Ability to work independently under a minimal degree of supervision and guidance
Preferred
Prior experience in the traffic engineering field is highly desirable
Prior experience in the public or private transportation and/or traffic engineering fields is highly desirable

FLEXIBLE WORK SCHEDULE – Most positions work a 9/80 work schedule.
HOLIDAYS – The City presently recognizes 12 regular holidays, plus two floating holidays.
VACATION – Employees accumulate vacation at the rate of 104 hours per year increasing to a maximum of 176 hours based on years of service.
SICK LEAVE - Accrual of 8 hours per month.
INSURANCE – The City provides a comprehensive benefit package including employee medical, dental, vision.
LIFE INSURANCE – Value equal to two times annual earnings up to a maximum of $100,000.
DEFERRED COMPENSATION – Employees may elect to enroll in a voluntary plan and defer up to the IRS permitted annual maximum. Employees may defer up to a maximum of $24,500 annually in 2026. Individuals aged 50 and older can contribute up to $8,000 in catch-up contributions to these plans.
FLEXIBLE SPENDING ACCOUNT – Employees may participate in either or both of the Health Care or Dependent Care programs.
EMPLOYEE ASSISTANCE PROGRAM – The City offers full-time employees and their dependents an EAP program which provides a variety of professional services.
ON-SITE FITNESS CENTER - The City provides a no fee on-site fitness center with state of the art equipment located in City Hall.
RETIREMENT – The City of San Clemente is a member of the California Public Employees' Retirement System (CalPERS), and is subject to the Public Employees' Pension Reform Act (PEPRA).
