IT Project Manager - ITS3
Minnesota IT Services is the information technology agency for the State of Minnesota, and they are seeking an IT Project Manager to manage complex information technology projects for the Minnesota Department of Transportation. Responsibilities
Manage the development, configuration and enhancement of complex information technology projects and business solutions, systems, processes, and services
Be the point for contracts, including IT consultant contracts, Request for Proposals (RFPs), financial tracking & invoice approvals
Provide project management and lead the development of large projects of medium complexity and risk
Support business analysis and quality assurance on large projects
Ensure quality and consistency across multiple projects in the use of project planning, scheduling, scope and risk management, status reporting, change control, issues resolution and other project management controls and practices
Qualification
Required
This position requires a minimum of three (3) years of experience in performing IT project management functions
Experience must include: Project planning, scheduling, scope, and risk management, status reporting, ensuring quality and consistency, change control, issues resolution and other project management controls and practices
Experience as an IT Project Manager or Scrum Master in the development of new system functionality, custom developed systems, and implementing Commercial off the Shelf (COTS) solutions and Software as a Service (SaaS) solutions for the business
Knowledge and experience with IT contracts - project procurement management: procurement planning, solicitation planning, solicitation, source selection, contract administration and support, and contract closeout
Demonstrated ability to communicate clearly and effectively in a manner that facilitates mutual understanding
Customer-focused approach grounded in active listening, empathy, and solution-oriented problem-solving to deliver positive user experiences
Education in Information Technology (IT) or an IT related field may substitute for experience as follows: a master's degree for eighteen (18) months of experience; a bachelor's degree for one (1) year; and an associate's degree for six (6) months
Preferred
Experience with technologies that span the complete spectrum of IT systems, solutions, and processes to support, and enhance foundation infrastructure, services, business systems and enterprise software applications
Experience as an Agile Scrum Master, facilitating Scrum ceremonies, including building and maintaining the product roadmap and release schedules; facilitate daily Scrum, Sprint Planning, Sprint Demos, and Retrospectives
Demonstrated achievements in the development and implementation of managing IT projects or initiatives on time, and per requirements and desired results
Experience using Human Centered Design principles and practices in IT projects
Experience applying the System Development Life Cycles (SDLC) and associated methodologies, principles, standards, and best practices, including Web Content Accessibility Guidelines (WCAG) and accessibility standards
Ability to handle numerous projects, prioritize, delegate, and escalate appropriately including the ability to organize and prioritize multiple deadlines and work independently, define problems as they arise, and recommend alternative solutions
Proven ability to work with a diverse team, resolve conflict, develop team accountability, effectively manage change, facilitate meetings, listen to and influence stakeholders and team members, build consensus, and negotiate and persuade to achieve project outcome
