Program Manager - YouthBuild
YouthCare is an organization focused on supporting youth and young adults in their journey towards independence. The Program Manager – YouthBuild will lead and support the YouthBuild program team, overseeing program planning, development, and implementation while fostering partnerships and ensuring effective service delivery.

Responsibilities
Design and develop strategic plans for the YouthBuild Pre-Apprenticeship Program that aligns with organizational goals and community needs
Establish program objectives, milestones, and timelines
Create and maintain program documentation, including manuals, policies, and procedures
Oversee implementation of Department of Labor requirements
Oversee the day-to-day operations of the program, ensuring smooth and effective delivery of services, including the coordination of the education, construction, life skills, job placement, leadership, and case management components
Coordinate scheduling and logistics for partner engagement, safety training, guest speakers, and site tours
Maintain relationship with South Seattle College and manage to ensure adequate training facilities and space for YouthBuild and ensure that eligible youth participants are enrolled in the YouthBuild college classes and receive credit on a quarterly basis
Oversee recruitment and enrollment in coordination with Client Services Navigator
Conduct interviews and background checks and select participants based on established criteria
Offer ongoing mentorship and support, addressing any barriers to participation and success
Collaborate with educators and trainers to deliver a comprehensive curriculum that includes academic instruction, vocational training, and life skills education
Ensure training content is current and aligned with industry standards and employer expectations
Establish and maintain relationships with local employers, apprenticeship programs, educational institutions, and community organizations
Develop partnerships that provide opportunities for internships, job placements, and advanced training for participants
Represent the program at community meetings, events, and with potential partners to promote engagement and support
Develop and implement systems for tracking participant progress, including attendance, performance, and outcomes
Conduct regular program evaluations to assess effectiveness and identify areas for improvement
Collect and analyze data to inform program decisions and report on outcomes to stakeholders
Manage the program budget, ensure funds are allocated effectively and expenditures are monitored
Identify and secure resources necessary for program operation, including materials, facilities, and staff
Seek additional funding opportunities through grants and partnerships
Ensure the program complies with all relevant laws, regulations, and guidelines
Maintain accurate and up-to-date records and documentation for all program activities
Prepare and submit required reports to funders, partners, and organizational leadership
Recruit, train, and supervise program staff, including educators, trainers, and support personnel
Foster a collaborative and positive team environment
Attend and assist your team members with contributing to our DEI&J culture by creating at least one SMART Goal related to DEI&J within their control to deliver
Lead at least one check-in each month with each team member to review SMART Goals, Values, and DEI&J commitments to be set up for success at the mid-year performance review
Engage with the community to raise awareness about the YouthBuild program and its benefits
Advocate for the needs and interests of program participants within the community and with potential employers
Develop marketing and communication strategies to promote the program
Stay informed about trends and best practices in pre-apprenticeship training and youth development
Explore and implement innovative approaches to enhance program delivery and participant outcomes
Encourage feedback from participants, staff, and partners to drive continuous improvement
Address and resolve any issues or conflicts that arise within the program
Implement strategies to manage crises and ensure the safety and well-being of participants and staff
Provide support and resources to participants facing personal or professional challenges
Provide consultation and support in assessing potential emergency situations impacting client services and staffing
Qualification
Required
2-4 years' experience as Program Manager
At least two years' of successfully working with at-risk-youth or young adults in a job training program
Bachelor's degree in social work or relevant field of study and 1+ years of relevant work experience, OR an equivalent combination of education, relevant work experience, and/or lived experience (3+) serving young people experiencing homelessness, housing instability, poverty, and systemic oppression
Experience and credentials must comply with program contractual requirements, including but not limited to the Washington State Department of Children, Youth, and Families (DCYF) background clearance process and must be at least 21 years of age. DCYF Clearance must be maintained for entirety of employment when working with under-18 clients
Must be able to provide I-9 supporting documentation for employment
Ability to provide a negative TB Test (results must be within one year of hire date)
Employees who drive YouthCare vehicles as a requirement for their position, must be at least 21 years of old, possess a valid Washington State Driver's License, meet minimum safe driver criteria established by the agency and our insurance company which includes completion of Defensive Driving and 15-passenger Van trainings. Drivers under the age of 25 must have been licensed for at least 3 years and those operating vehicles with a capacity of 15 or more passengers must be at least 25 years old
Successful completion of pre-service training courses as required by contracting agencies. Training such as CPR & First Aid (Adult/Child), Bloodborne Pathogens, and Behavior Management
The ability and willingness to operate a 15-passenger van to transport clients
Ability to deal therapeutically with behavioral and emotional problems presented by youth and understanding of emotionally, physically and sexually abused youth
Ability to accurately maintain and produce files, records, logs and reports
Ability to maintain professional boundaries with clients while building trust and respect
Ability to verbally and physically respond to an aggressive person in ways that de-escalate, establish and maintain staff and youth safety
May be required to assume responsibilities or duties within the Unit not specifically delineated in this job description for short periods of time or on an infrequent basis
Commitment to YouthCare's initiative to build cultural proficiency across the agency. Acceptance of a variety of lifestyles, behaviors, and cultural and spiritual practices
Ability to perform a range of physical motions, exerting up to 50 pounds. Lifting and carrying up to 50 pounds; standing, walking, sitting for long periods of time, kneeling, squatting, and stooping; running for brief periods of time; and go up and down stairs
Preferred
Master's degree in social work, Public Administration, Education or related field
Demonstrated ability in youth development, employment training and/or familiarity with YouthBuild model
Strong commitment to the philosophy of the program – to help youth people succeed and reorient their lives, nurture their leadership skills and enable them to make a difference in their community
Public speaking skills and excellent listening and written communication skills
Willingness to learn from young people
